📚Update on Privacy Act Matching Program for Financial Aid Eligibility

Pursuant to the Privacy Act of 1974, as amended by the Computer Matching and Privacy Protection Act of 1988 and the Computer Matching and Privacy Protection Amendments of 1990 (Privacy Act), and Office of Management and Budget (OMB) guidance on the conduct of matching programs, notice is hereby given of the re-establishment of the matching program between the U.S. Department of Education (Department), as the recipient agency, and the Social Security Administration (SSA), as the source agency, to ensure that applicants for title IV, HEA program assistance satisfy eligibility requirements under title IV of the Higher Education Act of 1965, as amended (HEA).

📋Revised Privacy Act 1974 Notice and Business Implications

The NCSC is revising a system of records subject to the Privacy Act of 1974, as amended, 5 U.S.C. 552a, in order to (1) update the name to ODNI/NCSC--001, "Damage Assessment Records"; (2) update and modernize the administrative information; (3) clarify that the scope of the damage assessments is not limited to espionage or criminal violations but to actual or potential damage to national security resulting from the unauthorized disclosure or compromise of classified information; (4) clarify the categories of individuals covered by the system and records in the system to align with the lawful scope of damage assessments; and (5) clarify that portions of records, and not only final damage assessments, may be disclosed pursuant to the routine uses.

📊HUD Modifies Financial Data Mart Privacy Act System of Records

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Housing and Urban Development (HUD), Office of the Chief Financial Officer (OCFO) Accounting Operations Center, is modifying a system of records titled, "Financial Data Mart." Financial Data Mart (FDM) is a warehouse of data extracted from various HUD systems and is supported by several query tools for improved financial and program data reporting. FDM facilitates viewing, understanding and reporting of financial data. FDM is the primary reporting tool used to generate internal ad-hoc reports, scheduled event-driven reports, and queries. This system of records is being revised to make clarifying changes within: System Name and number, System Manager, Purpose of the System, Categories of Individuals Covered by the System, Categories of Records in the System, Records Source Categories, Routine Uses Maintained in the System, Retrieval of Records, Retention and Disposal of Records and Administrative, Technical and Physical Safeguards, Record Access Procedures, Contesting Record Procedures, and Notification Procedures. 📜Overview of DoD's New Suspension and Debarment Records System

In accordance with the Privacy Act of 1974, the DoD is creating a new system of records titled "Suspension and Debarment Records," DoD-0027. This system of records notice (SORN) is being established to collect and document decisions regarding suspension, debarment, or other administrative remedy under the Federal Acquisition Regulation, or the Non-procurement Common Rule. 📋Army Family Advocacy Program Records Updates Under Privacy Act

In accordance with the Privacy Act of 1974 (as amended), the Department of the Army is modifying and reissuing a current system of records titled, "Army Family Advocacy Program Files," A0608-18 DASG. The system of records name is changing from "Army Family Advocacy Program Files" to "Army Family Advocacy Program Records." This system of records was originally established to maintain records that identify, monitor, track and provide treatment to alleged offenders, eligible victims and their families of substantiated spouse/child abuse, and neglect. The system is being updated to expand coverage to intimate partners of service members and the intimate partner's children as it pertains to allegations of domestic abuse and child abuse/neglect. Additionally, Army is updating the routine use section to add the DoD standard routine uses (routine uses A through J). The Army is also modifying various other sections within the system of records notice (SORN) to improve clarity or update information that has changed.

🔒Business Impacts of Privacy Act Amendments by Selective Service

The purpose of this notice is to meet the requirement of M-17- 12 requiring agencies to include two mandatory routine uses in all agency System of Records Notices (SORN) to facilitate information sharing in responding to breaches. The amended list of routine uses is consistent with requirements in a memorandum issued by the Office of Management and Budget (OMB) on January 3, 2017. 🛡️New DoD Counterintelligence System

In accordance with the Privacy Act of 1974, the DoD is establishing a new Department-wide system of records titled, "Counterintelligence Investigations and Collection Activities (CICA)," DoD-0025. This system of records covers DoD's maintenance of records about counterintelligence (CI) investigations and collection activities. The purpose of CICA is to determine whether an individual is acting for or on behalf of foreign powers organizations, or persons, or their agents, or international terrorist organizations or activities. This differs from the purpose of Counterintelligence Functional Services (CIFS), DoD-0010, which protects Department resources and personnel from foreign adversaries who seek to exploit sensitive information, operations, and agency programs to the detriment of the U.S. Government. It is also separate from the purpose of the DoD Insider Threat Management and Analysis Center (DITMAC) and DoD Component Insider Threat Records System, DUSDI 01-DoD, which addresses security functions.
