🎓Grant Opportunities for Mental Health Service Professionals in Schools

The Department of Education (Department) proposes priorities, requirements, and definitions under the Mental Health Service Professional Demonstration Grant Program (MHSP), Assistance Listing Number (ALN) 84.184X. The Department may use these priorities, requirements, and definitions for competitions in fiscal year (FY) 2025 and later years. The proposed priorities, requirements, and definitions are designed to better target activities designed to address shortages of school-based mental health services providers, specifically school psychologists, in high-need local educational agencies (LEAs). These priorities, requirements, and definitions are intended to replace the Notice of Final Priorities, Requirements, and Definitions published in the Federal Register on October 4, 2022 (87 FR 60083). However, those priorities, requirements, and definitions remain in effect for previous grant competitions in which the notices inviting applications (NIAs) were published before the Department finalizes the proposed priorities, requirements, and definitions in this notice.

📚New FSA Partner Connect System Streamlines Financial Aid Administration

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the U.S. Department of Education (Department) publishes this notice of a new system of records titled the "Federal Student Aid Partner Connect" (18-11-24) (FSA Partner Connect) and of the rescindment of two systems of records notices titled "Postsecondary Education Participants System (PEPS)" (18-11-09) and "Student Aid internet Gateway (SAIG), Participation Management System" (18-11-10). The Department proposes this new system of records to integrate distinct legacy lines of business into a single web-based platform to simplify the user experience while leveraging modernized, more secure technology. The Department is rescinding the systems of records notices that covered the PEPS and the SAIG, Participation Management System because the records previously covered by those systems are now covered by the FSA Partner Connect system of records notice.

🎓Clarification of Federal Benefits Under PRWORA for Businesses

The U.S. Department of Education (Department) issues this interpretation to revise and clarify its position on the classification of certain Department programs providing "Federal public benefits," as defined in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Public Law 104-193. The Department concludes that the postsecondary education programs and "other similar benefit" programs described within this interpretive rule, including adult education programs authorized under Title II of the Workforce Innovation and Opportunity Act of 2014, postsecondary career and technical education programs under the Carl D. Perkins Career and Technical Education Act of 2006, and other programs when used to fund postsecondary learning opportunities, provide federally funded forms of assistance that constitute "Federal public benefits" subject to PRWORA's citizenship verification requirements. The interpretation also revokes and supersedes certain aspects of the Department's previously issued Dear Colleague Letter (DCL) of November 19, 1997, which mischaracterized these programs as not affected by PRWORA, for the reasons described further within this notice.
