🚗NHTSA Safety Research Portfolio Public Meeting and ADS Workshop

The National Highway Traffic Safety Administration (NHTSA) will hold a public meeting on October 21-22, 2025, jointly organized by the NHTSA's Vehicle Safety Research and Behavioral Safety Research offices. The event will provide updates and insights into ongoing activities across NHTSA's research programs. The meeting will be held in-person and will feature panel presentations by representatives from both research offices. Each panel will conclude with an opportunity for the audience to ask technical questions related to the presented materials. Visual slides used in presentations will be made available in the public docket following the public meeting. The event will not be live streamed; however, panel presentations will be recorded and made available on the NHTSA website after the event. At the conclusion of the research presentations on October 22, 2025, the Agency will also host a special workshop on selected topics of interest related to Automated Driving Systems (ADS). The ADS workshop will not be livestreamed or recorded.

🚦NHTSA's 2025 National Roadside Survey on Alcohol and Drug Use

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces that the Information Collection Request (ICR) abstracted below will be submitted to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. The National Highway Traffic Safety Administration (NHTSA) intends to conduct a new information collection for a National Roadside Survey (NRS) of alcohol and other drug prevalence among drivers and other road users (ORUs; e.g., pedestrians, bicyclists, electric scooter riders, and those with mobility aids). NHTSA will conduct two studies. Study 1 will focus on drivers but include convenience sampling of ORUs passing by the driver data collection locations. Study 2 is a pilot test assessing the feasibility of an NRS specific to ORUs. Both will collect breath and oral fluid specimens, demographic information, and self-report questionnaire data on roads across the country. Participation will be voluntary and anonymous. A Federal Register notice with a 60-day comment period soliciting comments on the following information collection was published on November 20, 2024. NHTSA received 6 comments, which we address below.

🚚Proposal for New Pilot Program on Truck Driver Hours of Service

FMCSA proposes a pilot program allowing temporary regulatory relief from the Agency's hours-of-service (HOS) requirement that all driving by drivers of property-carrying commercial motor vehicles (CMVs) be completed within 14 hours after coming on duty. During the proposed pilot program, known as the "Split Duty Period Pilot Program," participating CMV drivers would have the option to extend their 14-hour "driving window" by taking one off-duty, sleeper berth, or on-duty/not driving period (taken at the location of a pick-up or delivery of cargo), including what is sometimes called "detention time", of no less than 30 minutes and no more than 3 hours. Participation would be limited to approximately 256 commercial driver's license (CDL) holders who meet the eligibility criteria specified for participation. Because the program would be applicable only to the rules for drivers of property-carrying CMVs, drivers of passenger- carrying CMVs would not be eligible for participation. This pilot program would examine whether such flexibility achieves a level of safety that is equivalent to, or greater than, the level of safety that would be achieved through compliance with the current regulations. FMCSA believes that the exemption covered by the proposed pilot program provides the flexibility to take extra rest, avoid driving during traffic congestion, and mitigate the impacts of unreasonable "detention times," thereby improving the working conditions of America's truck drivers.
