The updated UFLPA Entity List is also published as an appendix to this notice. This update adds three entities to the section 2(d)(2)(B)(ii) list of the UFLPA and thirty-five entities to the section 2(d)(2)(B)(v) list of the UFLPA. This update adds one entity to both the 2(d)(2)(B)(ii) list and section 2(d)(2)(B)(v) of the UFLPA. This update also includes a technical correction to the name of an entity listed in section 2(d)(2)(B)(ii) of the UFLPA. Details related to the process for revising the UFLPA Entity List are included in this Federal Register notice.

This document proposes a new regulation pursuant to the Trade Act of 2002 requiring the submission of export manifest data electronically to U.S. Customs and Border Protection (CBP) in the Automated Commercial Environment (ACE) for cargo transported by rail for any train departing the United States. The proposed regulation would mandate the electronic transmission of rail export manifest information, identify the parties eligible to transmit information, and describe the time frames prior to departure of the train in which the information is due. This rule would enable CBP to address important cargo security concerns while providing efficiencies to the trade.

United States, Court No. 21-00080, Slip Op. 24-148 (CIT December 26, 2024), sustaining the U.S. Department of Commerce's (Commerce) fourth remand redetermination pertaining to the countervailing duty (CVD) investigation of Forged Steel Fluid End Blocks (FEBs) from the Germany covering the period of investigation, January 1, 2018, through December 31, 2018. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final determination in that investigation, and that Commerce is amending the final determination and resulting CVD order with respect to the countervailable subsidy rates assigned to BGH Edelstahl Siegen GmbH (BGH Siegen), Schmiedewerke Gr[ouml]ditz GmbH (SWG), voestalpine Bohler Group (voestalpine Bohler), and all others.
