The Environmental Protection Agency (EPA) is proposing to approve a revision to the California state implementation plan (SIP) that removes carbon monoxide (CO) contingency measures and monitoring requirements from the maintenance plan for three CO maintenance areas: Chico Urbanized Area, Modesto Urbanized Area, and Stockton Urbanized Area. We are proposing to approve the revision under the Clean Air Act (CAA or "Act"). We are taking comments on this proposal and plan to follow with a final action.

In this final rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 70 entities to the Entity List, under the destinations of China, People's Republic of (China) (42); Iran (2); Pakistan (19); South Africa (3); and the United Arab Emirates (UAE) (4). These entities have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States. This final rule also modifies four existing entries on the Entity List, consisting of revisions to one entry under France, one entry under Iran, one entry under Senegal, and one entry under the United Kingdom.

This safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Indigo Ag, Inc. submitted a petition to the EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of Pseudomonas oryzihabitans strain SYM23945 under FFDCA when used in accordance with this exemption.
