DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement sections of the National Defense Authorization Acts for Fiscal Year 2021 that defines the term "material weakness" for Government evaluation of contractor business systems. We are extending the flexibility in the "close proximity of time" standard, as defined in two prior temporary final rules (TFR), through May 11, 2029. We issued a TFR providing the "close proximity of time" flexibility on July 23, 2021, because the COVID-19 national public health emergency (PHE) caused many individuals to experience barriers that prevented them from timely accessing in-person healthcare. On September 29, 2023, we extended the flexibility to evaluate evolving healthcare practices and consumption in a post-PHE environment. We determined that we need additional time to fully evaluate still-evolving healthcare practices after the PHE. We are therefore issuing this TFR to extend the "close proximity of time" flexibility until May 11, 2029, so we can continue to evaluate changes in healthcare practices and determine the proper "close proximity of time" standard for the musculoskeletal disorders listings.

The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This proposed AD was prompted by reports of multiple supplier notices of escapement (NOEs) indicating that seat track splice fittings were possibly manufactured with an incorrect titanium alloy material. This proposed AD would require an inspection of seat track splice fittings to determine the material and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA is updating certain procedural regulations relating to civil aircraft registration and recordation to provide administrative relief from the requirements for submitting original documents and to sunset the FAA's practice of stamping documents. Amending these regulations will reduce administrative burdens and enable the FAA to better utilize the capabilities of the Civil Aviation Registry Electronic Services (CARES) system for civil aircraft registration and recordation.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Transportation Statistics invites the general public, industry and other governmental parties to comment on the continuing need for and usefulness of BTS collecting financial, traffic and operating statistics from small certificated and commuter air carriers. Small, certificated air carriers (operate aircraft with 60 seats or less or with 18,000 pounds of payload capacity or less) currently must file the two quarterly schedules: F-1 "Report of Financial Data"; F-2 "Report of Aircraft Operating Expenses and Related Statistics"; and Commuter air carriers must file the Schedule F-1 "Report of Financial Data". Commenters should address whether BTS accurately estimated the reporting burden and if there are other ways to enhance the quality, utility, and clarity of the information collected.

The Food and Drug Administration (FDA, the Agency, or we) is soliciting comments from the public, particularly veterinarians, related to the use of cannabis-derived products (CDPs) in animals, with an emphasis on cannabidiol (CBD) products and general trends associated with those products, including information about: usage trends (e.g., product selection, indications, etc.), quality standards, benefits of use, potential drug interactions, adverse events and safety problems, and toxicological concerns. This information will enhance the Center for Veterinary Medicine's (CVM's) knowledge of potential safety signals associated with these products, in addition to aiding our understanding of veterinarians' experiences related to the use of CDPs for their animal patients.

This action delays the effective date of a final rule published in the Federal Register on December 9, 2024, amending Very High Frequency Omnidirectional Range (VOR) Federal Airways V-68, V-212, and V-222, and United States Area Navigation (RNAV) Route T-220; and revoking VOR Federal Airway V-558. The FAA is delaying the effective date to allow sufficient time for completing the update and flight inspection of a Standard Terminal Arrival Route (STAR) instrument procedure into George Bush Intercontinental/Houston Airport, TX, that failed the initial flight inspection and a STAR instrument procedure into San Antonio International Airport, TX, that also failed the initial flight inspection. The STARs are being amended in support of the planned decommissioning of the VOR portion of the Industry, TX (IDU), VOR/Tactical Air Navigation (VORTAC).

The Bureau of Land Management (BLM), and U.S. Department of Agriculture, Forest Service (USDA Forest Service) (jointly "the Agencies") announce the availability of the Records of Decision (ROD) for the Approved Resource Management Plan (RMP) for BLM-administered portions of the Bears Ears National Monument (BENM) and a ROD for the Approval of the Amendment to the 1986 Manti-La Sal National Forest Land and Resource Management Plan (LRMP) that adopts the Approved RMP for USDA Forest Service-administered portions of BENM located in southeastern Utah. The Department of the Interior Principal Deputy Assistant Secretary for Land and Minerals Management signed the BLM ROD, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately on BLM-administered lands. The Manti-La Sal National Forest Supervisor signed the USDA Forest Service ROD approving an amendment to the LRMP to adopt the Approved RMP. The amendment to the LRMP will become effective 30 days after the publication of this notice in the Federal Register.
