🚢Update on St. Lawrence Seaway Tariff of Tolls Effective 2025

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) and the St. Lawrence Seaway Management Corporation (SLSMC) of Canada, under international agreement, jointly publish and presently administer the St. Lawrence Seaway Tariff of Tolls in their respective jurisdictions. The Tariff sets forth the level of tolls assessed on all commodities and vessels transiting the facilities operated by the GLS and the SLSMC. The GLS is revising its regulations to reflect the fees and charges levied by the SLSMC in Canada starting in the 2025 navigation season, which are effective only in Canada.

🏥FDA Seeks Nominations for National Mammography Advisory Committee

The Food and Drug Administration (FDA) is requesting nominations for voting members to serve on the National Mammography Quality Assurance Advisory Committee in the Center for Devices and Radiological Health. Nominations will be accepted for current and upcoming vacancies effective February 1, 2025, with this notice. FDA seeks to include the views of women and men, members of all racial and ethnic groups, and individuals with and without disabilities on its advisory committees and, therefore, encourages nominations of appropriately qualified candidates from these groups.

🚚FMCSA Renews Driver Hearing Requirement Exemptions for Businesses

FMCSA announces its decision to renew exemptions for 25 individuals from the hearing requirement in the Federal Motor Carrier Safety Regulations (FMCSRs) for interstate commercial motor vehicle (CMV) drivers. The exemptions enable these hard of hearing and deaf individuals to continue to operate CMVs in interstate commerce.

♿FCC Proposes New Accessibility Rules for Video Conferencing Services

In this document, the Federal Communications Commission (FCC or Commission) seeks comment on whether to amend the accessibility rules for interoperable video conferencing services (IVCS) to include additional performance objectives addressing text-to-speech and speech- to-speech functionality; automatic sign-language interpretation; additional user interface control functions; access to video conferencing for people who are blind or have low vision; and access to video conference for people with cognitive or mobility disabilities. The Commission also seeks further comment on whether and how the telecommunications relay services (TRS) Fund should support team interpreting in video conferences and whether additional rules are needed to facilitate the integration and appropriate use of TRS with video conferencing.

🛡️Comment Period Extended for National Cyber Incident Response Plan Update

On December 16, 2024, the Cybersecurity and Infrastructure Security Agency (CISA) published a request for comment in the Federal Register on a draft National Cyber Incident Response Plan (NCIRP) Update, which requests feedback on the draft update. CISA is extending the public comment period for the draft update for an additional thirty days through February 14, 2025.

✈️Compliance Updates for Powered-Lift Operations Effective 2025

On November 21, 2024, the Federal Aviation Administration (FAA) published a final rule titled "Integration of Powered-Lift: Pilot Certification and Operations; Miscellaneous Amendments Related to Rotorcraft and Airplanes" (RIN 2120-AL72). That final rule inadvertently duplicated two tables in the regulatory text of the Special Federal Aviation Regulation for powered-lift. This correction removes the duplicates. Additionally, the FAA inadvertently cited an incorrect paragraph in the Training center instructor eligibility requirements section of the Code of Federal Regulations. This correction corrects the paragraph reference.

🚗New NHSTA Rules on Crash Test Dummies

This document revises the chest jacket and spine box specifications for the Hybrid III 5th Percentile Female Test Dummy (HIII-5F). The jacket revisions resolve discrepancies between the jacket specifications in subpart O and jackets available in the field, and ensure a sufficiently low level of variation between jackets fabricated by different manufacturers. The spine box revisions eliminate a source of signal noise caused by fasteners within the box that may become loose during sled or vehicle crash tests. This rulemaking responds to a petition for rulemaking from the Alliance of Automobile Manufacturers.
