🏡USDA Delays Multifamily Housing Credit Report Process Changes

The Rural Housing Service (RHS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), published a final rule on December 31, 2024, to update its regulation on how credit reports are obtained for the purposes of determining eligibility and feasibility for Multifamily Housing (MFH) Programs. The effective date of that final rule was January 30, 2025. This document delays the effective date of the final rule by 60 days.

🌿Business Implications of 2024 National Wetland Plant List Update

The National Wetland Plant List (NWPL) provides plant species indicator status ratings, which are used in determining whether the hydrophytic vegetation factor is met when conducting wetland delineations under the Clean Water Act and section 10 of the Rivers and Harbors Act and wetland determinations under the Wetland Conservation Provisions of the Food Security Act. Other applications of the NWPL include wetland restoration, establishment, and enhancement projects. To update the NWPL, U.S. Army Corps of Engineers (USACE), as part of an interagency effort with the U.S. Environmental Protection Agency (EPA), the U.S. Fish and Wildlife Service (FWS) and the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), is announcing the availability of the draft changes to the 2024 NWPL to solicit public comments. The public will now have the opportunity to comment on the proposed changes to wetland indicator status ratings for ten plant species over five different regions.

The U.S. Department of Commerce (Commerce) determines that imports of certain paper plates (paper plates) from Thailand are being, or are likely to be, sold in the United States at less than fair value (LTFV) for the period of investigation (POI) January 1, 2023, through December 31, 2023.

The Commission hereby gives notice of the scheduling of expedited reviews pursuant to the Tariff Act of 1930 ("the Act") to determine whether revocation of the antidumping duty and countervailing duty orders on circular welded carbon quality steel line pipe from China would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

🐎Analysis of Postponed Horse Protection Amendments and Business Impact

On May 8, 2024, we published a final rule amending the horse protection regulations to provide, among other provisions, that the Animal and Plant Health Inspection Service will screen, train, and authorize qualified persons for appointment by the management of any horse show, horse exhibition, or horse sale or auction to detect and diagnose soring at such events for the purposes of enforcing the Horse Protection Act. With the exception of Sec. 11.19, which went into effect on June 7, 2024, the remainder of the rule was scheduled to go into effect on February 1, 2025. In this document, we are issuing a temporary postponement of the effective date of those regulations for 60 days, from February 1, 2025 to April 2, 2025.
