📚New FSA Partner Connect System Streamlines Financial Aid Administration

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the U.S. Department of Education (Department) publishes this notice of a new system of records titled the "Federal Student Aid Partner Connect" (18-11-24) (FSA Partner Connect) and of the rescindment of two systems of records notices titled "Postsecondary Education Participants System (PEPS)" (18-11-09) and "Student Aid internet Gateway (SAIG), Participation Management System" (18-11-10). The Department proposes this new system of records to integrate distinct legacy lines of business into a single web-based platform to simplify the user experience while leveraging modernized, more secure technology. The Department is rescinding the systems of records notices that covered the PEPS and the SAIG, Participation Management System because the records previously covered by those systems are now covered by the FSA Partner Connect system of records notice.

📄Analysis of Civil Rights Cold Case Records Release Notice

The Civil Rights Cold Case Records Review Board received 4,701 pages of records from the National Archives and Records Administration (NARA), the Department of Justice, and the Federal Bureau of Investigation (FBI) related to five civil rights cold case incidents to which the Review Board assigned the unique identifiers 2023- 002-006, 2023-002-013, 2024-003-011, 2024-003-034, and 2024-003-065. NARA, the Department of Justice, and the FBI proposed 1,231 postponements in the records related to incidents 2023-002-006 and 2023-002-013. The Department of Justice and the FBI later withdrew 115 of the postponements the agencies proposed. On June 6, 2025 and June 13, 2025, the Review Board met and approved 299 postponements and portions of 29 additional postponements, and determined that 4,550 pages in full and 151 pages in part should be publicly disclosed in the Civil Rights Cold Case Records Collection. By issuing this notice, the Review Board complies with the Civil Rights Cold Case Records Collection Act of 2018 that requires the Review Board to publish in the Federal Register its determinations on the disclosure or postponement of records in the Collection no more than 14 days after the date of its decision.

The U.S. Small Business Administration (SBA) proposes a modified system of records, Personnel Security Files (SBA 24), to update its inventory of records systems subject to the Privacy Act of 1974, as amended. Publication of this notice complies with the Privacy Act and the Office of Management and Budget (OMB) Circular A-108 and Circular A-130. Personnel Security Files (SBA 24) serves as a centralized repository for active and inactive personnel security files to include information from authorized background investigations which supports the SBA's clearance process. The changes include updating the format, updating the system of records name/title, changing the designation of the system manager, and updating information concerning the location of the system of records, referencing the authority for maintaining the records, modifying routine use (M), adding two new routine uses (N) and (O), respectively, and making certain clerical and clarifying revisions.

The Agency, elsewhere in the Federal Register, is also publishing a notice that it is rescinding two systems of records: NLRB FOIAonline (NLRB-35); and Freedom of Information Act Tracking System (FTS) and Associated Agency Files (NLRB-32). 📜Notice of Formal Determination on Civil Rights Records Release

The Civil Rights Cold Case Records Review Board received 201 pages of records from the National Archives and Records Administration (NARA) related to four civil rights cold case incidents to which the Review Board assigned the unique identifiers 2024-003-032, 2024-003- 036, 2024-003-056, and 2024-003-059. NARA proposed seven (7) postponements of disclosure in records related to incident 2024-003- 059. NARA did not propose postponements in the other records. On January 24, 2025, the Review Board rejected the proposed postponements and determined that all 201 pages of records should be publicly disclosed in the Civil Rights Cold Case Records Collection. By issuing this notice, the Review Board complies with section 7(c)(4) of the Civil Rights Cold Case Records Collection Act of 2018 that requires the Review Board to publish in the Federal Register its determinations on the disclosure or postponement of records in the Collection no more than 14 days after the date of its decision.
