🌾EIS for Owyhee Irrigation District Modernization Project Analysis

The Natural Resources Conservation Service (NRCS) Oregon State Office, in coordination with the U.S. Bureau of Reclamation, announces its intent to prepare an EIS for the Owyhee Irrigation District (OID) Infrastructure Modernization Project (Modernization Project). The project area is located along the Owyhee and Snake rivers in Eastern Oregon 50 miles west of Boise, Idaho in proximity to the town of Nyssa, Oregon. The proposed EIS will examine alternative solutions to improve the OID agricultural water management. OID is the sponsoring local organization for the project. NRCS is requesting comments to identify significant issues, potential alternatives, information, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.

At the request of the Bureau of Land Management (BLM), the Secretary of the Interior proposes to withdraw approximately 1,043.57 acres of public lands located in Clark County, Nevada, from location and entry under the United States mining laws and from leasing under the mineral and geothermal leasing laws, but not from the disposal of mineral materials under the mineral materials disposal laws, for 20 years, subject to valid existing rights. The purpose of the proposed withdrawal is to establish protection for a utility and transportation corridor to facilitate the orderly development of future infrastructure and public services while preventing conflicting land uses. Publication of this notice segregates these lands for up to 2 years from location and entry under the United States mining laws and from leasing under the mineral and geothermal leasing laws, but not from the disposal of mineral materials under the mineral materials disposal laws, subject to valid existing rights. This notice initiates a 90-day public comment period and announces an opportunity to request a public meeting.

🌍Waiver of Buy America Requirements for Infrastructure Projects

The Department of Transportation (DOT) is finalizing a general applicability public interest waiver of the requirements of section 70914(a) of the Build America, Buy America Act (BABA) and related domestic preference statutes administered by DOT and its Operating Administrations (OAs) for federal financial assistance awarded for infrastructure projects located in the Commonwealth of Northern Mariana Islands (CNMI), Guam, and American Samoa, collectively referred to as the Pacific Island territories. The waiver would also apply to discretionary grant assistance provided by DOT to the Freely Associated States (the Republic of Palau, Republic of the Marshall Islands, and Federated States of Micronesia) in the Pacific that is subject to a domestic preference statute (which does not include BABA, as that statute only applies to the United States and its territories). The waiver will remain in effect for five years after the effective date of the final waiver. This action also terminates the previously issued temporary general applicability waiver for this region.
