The Pacific Fishery Management Council's (Pacific Council) Groundfish Subcommittee of the Scientific and Statistical Committee (SSC) will convene an in-person meeting to review 2025 groundfish stock assessments. The full SSC will convene an advance virtual meeting to review the recommendations of the SSC Groundfish Subcommittee for a subset of 2025 groundfish stock assessments, in addition to those reviewed during the September Pacific Council meeting. Both the full SSC and the SSC Groundfish Subcommittee meetings are open to the public with a web broadcast that provides the opportunity for remote listening and public comment.

The Regional Administrator, West Coast Region, NMFS, has made a preliminary determination that an exempted fishing permit (EFP) application warrants further consideration. This application, from the California Wetfish Producers Association (CWPA), requests an exemption from the expected prohibition on primary directed fishing for Pacific sardine during the 2025-2026 fishing year as part of industry-based scientific research. NMFS requests public comment on this application.

During the June 2025 Pacific Fishery Management Council (Council) meeting, the Council reviewed and made recommendations to NMFS regarding applications received in 2025 for exempted fishing permits (EFPs) for U.S. West Coast highly migratory species (HMS) fisheries. All EFP applicants request exemptions from regulatory provisions pertaining to the use of authorized gear types under the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP). The applicants propose to test the effects and efficacy of using alternative fishing practices to harvest swordfish and other HMS off of the U.S. West Coast. The applications include requests to fish with a gear configuration including modified standard and linked deep-set buoy gear (DSBG) at night, or night-set buoy gear (NSBG). NMFS has determined that these applications warrant further consideration and is requesting public comment on them.

NMFS has received a request from the Oregon Department of Transportation (ODOT) for authorization to take marine mammals incidental to construction activities for the Yaquina Bay Dolphin Replacement Project in Newport, Oregon. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an incidental harassment authorization (IHA) to incidentally take marine mammals during the specified activities. NMFS is also requesting comments on a possible one-time, 1-year renewal that could be issued under certain circumstances and if all requirements are met, as described in Request for Public Comments at the end of this notice. NMFS will consider public comments prior to making any final decision on the issuance of the requested MMPA authorization and agency responses will be summarized in the final notice of our decision.

NMFS implements an accountability measure for the commercial harvest of blueline tilefish in the exclusive economic zone (EEZ) of the South Atlantic. NMFS estimates that commercial landings of blueline tilefish will soon reach the commercial annual catch limit (ACL) for the 2025 fishing year. Accordingly, NMFS closes the commercial sector for the harvest of blueline tilefish in the South Atlantic EEZ to protect the blueline tilefish resource from overfishing.

This final rule announces routine inseason adjustments to management measures in commercial groundfish fisheries. These inseason adjustments will increase sablefish trip limits in the limited entry fixed gear and open access groundfish fisheries to allow more attainment of sablefish within the sector allocations. This action is intended to allow commercial fishing vessels to access more abundant groundfish stocks while protecting overfished and depleted stocks.
