Under the provisions of the Paperwork Reduction Act, agencies are required to publish a Notice in the Federal Register notifying the public that the agency is renewing an existing information collection for OMB review and approval and requests public review and comment on the submission. The agencies received no comments in response to the sixty (60) day notice. The purpose of this notice is to allow an additional thirty (30) days for public comments to be submitted. Comments are being solicited on the need for the information; the accuracy of the burden estimate; the quality, practical utility, and clarity of the information to be collected; and ways to minimize reporting the burden, including automated collected techniques and uses of other forms of technology.

This Notice announces the annual adjustments to the national average payments, the amount of money the Federal Government provides States for lunches, afterschool snacks, and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the maximum reimbursement rates, the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution that participates in the Special Milk Program for Children. The annual payments and rates adjustments for the National School Lunch and School Breakfast Programs reflect changes in the Food Away From Home series of the Consumer Price Index for All Urban Consumers. The annual rate adjustment for the Special Milk Program reflects changes in the Producer Price Index for Fluid Milk Products. Further adjustments are made to these rates to reflect higher costs of providing meals in Alaska, Guam, Hawaii, Puerto Rico, and Virgin Islands. The payments and rates are prescribed on an annual basis each July.

Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) seek to participate in an updated computer matching program governed by a computer matching agreement to share and compare federal records regarding financial/benefits award decisions of individuals, businesses, and/or other entities to (1) connect survivors with SBA for disaster assistance, (2) prevent duplicative aid from being provided in response to the same disaster or emergency and recover aid when the comparison identifies a duplication of benefits, and (3) provide updates on SBA loan status in DHS/FEMA's Individual Assistance System. The current computer matching program between DHS/FEMA and SBA (the agencies) will expire on August 21, 2025. The agencies propose reestablishing the computer matching program, with changes to the purpose for the agreement and to the method of data transport, for an additional 18 months.

The Rural Housing Service (RHS or Agency), a Rural Development (RD) agency of the United States Department of Agriculture (USDA), announces the availability of funding for applications under its Native Community Development Financial Institution (NCDFI) Relending Demonstration Program for fiscal year (FY) 2025. The purpose of this notice is to announce the opening and closing dates for receipt of applications for the NCDFI Relending Demonstration Program from eligible applicants, as well as submission requirements. These loans will be made to qualified NCDFIs to relend funds to low- and very low- income ultimate recipients to acquire, build, rehabilitate, improve, or relocate dwellings on Tribal Land in rural areas. This program has the amount of $4,630,000 available for FY 25. Applicants are responsible for any expenses incurred in developing their applications.

In accordance with the Privacy Act of 1974, the Office of Personnel Management (OPM) proposes to modify and republish its existing system of records, titled "OPM/Internal--18, CyberCorps: Scholarship for Service (SFS) Records." The overall purpose of this system is to administer, evaluate, and report on the CyberCorps[supreg] program, which involves the awarding of SFSs to students enrolled in participating academic institutions and assuring the students meet the SFS requirements. The students who receive an SFS (scholars) are selected by participating academic institutions and then approved by OPM. While participating in the program, they are expected to keep their profile, resume, contact information, and internship and post- graduate commitment information updated in the system. Approved OPM and National Science Foundation (NSF) staff who oversee the program (CyberCorps[supreg] program staff) use the system to monitor scholars' progress toward meeting the SFS requirements. Approved staff who work for the academic institutions where scholars are or were enrolled (academic institution officials) use the system to review some information about the scholars from their academic institution to help ensure they are meeting their SFS requirements. Approved individuals representing organizations where scholars can intern or work to meet their SFS requirements (agency hiring officials) use the system to review scholars' resumes to identify who might be interested and able to intern and work for their agency.
