Rule 12 Jun 2025 compliance, regulations, aviation, incorporation by reference, federal aviation administration, navigation (air), airports, air traffic control

✈️Amendments to Standard Instrument Approach Procedures by FAA

This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

🛩️Amendment of Class E Airspace for Tarboro, NC - FAA Rule

This action corrects a final rule published by the FAA in the Federal Register on May 2, 2025. That final rule amended Class E airspace extending upward from 700 feet above the surface for ECU Health Edgecombe Heliport, Tarboro, NC, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures serving the heliport. That earlier final rule also updated the coordinates to reflect the most current and accurate location for Tarboro Edgecombe Airport. However, the updated coordinates were incorrect. Therefore, this action corrects that final rule by revising the coordinates.

✈️Analysis of Pratt & Whitney Airworthiness Directive Compliance

The FAA proposes to adopt a new airworthiness directive (AD) for certain Pratt & Whitney Division (PW) Model PW4074, PW4074D, PW4077, PW4077D, PW4084D, PW4090, and PW4090-3 engines. This proposed AD was prompted by an analysis of an event involving an International Aero Engines, LLC (IAE LLC) Model PW1127GA-JM engine, which experienced a high-pressure compressor (HPC) 7th-stage integrally bladed rotor (IBR-7) separation that resulted in an aborted takeoff. This proposed AD would require repetitive angle ultrasonic scan inspections (AUSIs) of the HPC 15th-stage disks, front turbine hubs, high pressure turbine (HPT) 1st-stage air seals, and HPT 2nd-stage hubs for crack indications, and removal from service and replacement if necessary, and for certain serial numbers, removal from service and replacement of the HPT 1st-stage air seal. The FAA is proposing this AD to address the unsafe condition on these products.

✈️Proposed Amendment of Airspace Over Hickory and Morganton, NC

This action proposes to amend the Class D and Class E2 surface airspace at Hickory Regional Airport, Hickory, NC, by increasing the radius to 4.6-miles and establishing an extension to the surface area due to standard instrument approach procedure and runway configuration changes. Additionally, this action would amend Class E5 airspace extending upward from 700 feet above the surface for Hickory Regional Airport, Hickory, NC, by increasing the radius to 7.1 miles and adding an extension. Lastly, this action would also amend Class E airspace extending upward from 700 feet above the surface for Foothills Regional Airport, Morganton, NC, ensuring the required protection for standard instrument approach procedures, and would also update the airport's name and geographic coordinates and remove Grace Hospital from the description. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

✈️FAA Requests Comments on Fractional Aircraft Ownership Programs

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on January 28, 2025. Fractional Ownership is a program that offers increased flexibility in aircraft ownership. Owners purchase shares of an aircraft and agree to share their aircraft with others having an ownership share in that same aircraft. Owners agree to put their aircraft into a "pool" of other shared aircraft and to lease their aircraft to another owner in that pool. This collection is necessary to ensure compliance with relevant safety regulations.

✈️FAA Cancels EIS for Southern Nevada Supplemental Airport Plans

The Federal Aviation Administration (FAA), in cooperation with the Bureau of Land Management (BLM), as Joint Lead Agencies (JLA), is issuing this notice to advise the public, that the JLA has discontinued preparation of an Environmental Impact Statement (EIS) for the construction of the Proposed Southern Nevada Supplemental Airport (SNSA) initiated in 2006 under provisions of the National Environmental Policy Act (NEPA) of 1969, as amended. Due to recent legislative changes to the NEPA statute, and to establish an official start date for the environmental review of the proposed SNSA, the FAA, in cooperation with the BLM, are issuing this notice to advise the public that we are canceling the existing EIS process that was started in 2006, and are beginning a new EIS and Resource Management Plan Amendment (RMPA) to assess the potential impacts of the proposed SNSA.

✈️New Airworthiness Directive for MHI RJ Aviation Compliance

The FAA is adopting a new airworthiness directive (AD) for all MHI RJ Aviation ULC Model CL-600-2C10 (Regional Jet Series 700, 701 & 702), CL-600-2C11 (Regional Jet Series 550), CL-600-2D15 (Regional Jet Series 705), CL-600-2D24 (Regional Jet Series 900), and CL-600-2E25 (Regional Jet Series 1000) airplanes. This AD was prompted by reports that the cockpit voice recorder (CVR) impact switch was installed in the wrong direction. This AD requires an inspection of the CVR impact switch installation to confirm that the reset switch faces forward, and applicable on-condition actions, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
