⚖️New EPA Rules Affecting Chemical Substance Manufacturers
EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs). The SNURs require persons to notify EPA at least 90 days before commencing manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the use, under the conditions of use for that chemical substance, within the applicable review period. Persons may not commence manufacture or processing for the significant new use until they have submitted a Significant New Use Notice (SNUN), and EPA has conducted a review of the notice, made an appropriate determination on the notice, and has taken any risk management actions as are required as a result of that determination.

The Environmental Protection Agency (EPA) has submitted the following information collection request (ICR), Notice of Arrival of Pesticides and Devices Under Section 17(c) of FIFRA (EPA ICR Number 0152.15 and OMB Control Number 2070-0020), to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act (PRA). This is a proposed extension of ICR, which is currently approved through January 31, 2025. Public comments were previously requested via the Federal Register on June 24, 2024 during a 60 day comment period. This notice allows for an additional 30 days for public comments.

The Environmental Protection Agency (EPA or Agency) is announcing the availability of and seeking public comment on a draft Pesticide Registration Notice (PR Notice) entitled "Establishment of a Plan to Track the Adoption of Bilingual Labeling on End Use Pesticide Product Labels." PR Notices are issued by the Office of Pesticide Programs (OPP) to inform pesticide registrants and other interested persons about important policies, procedures, and registration related decisions, and serve to provide guidance to pesticide registrants and OPP personnel. The Pesticide Registration Improvement Act of 2022 (PRIA 5) requires EPA to "develop and implement, and make publicly available, a plan for tracking the adoption of the bilingual labeling." This draft PR Notice provides guidance on how the Agency plans to track the adoption of bilingual labeling.
