In accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), EPA is issuing a notice of receipt of and soliciting comments on requests by the registrants to voluntarily cancel their registrations of certain products and/or to amend their product registrations to terminate one or more uses. EPA intends to grant these requests at the close of the comment period for this announcement unless the Agency receives substantive comments within the comment period that would merit further review of the requests, or the registrants withdraw their requests. If these requests are granted, EPA will issue an order in the Federal Register cancelling the listed product registrations, after which any sale, distribution, or use of the products listed in this document will be permitted after the registrations have been cancelled only if such sale, distribution, or use is consistent with the terms as described in the final order. Montana proposes changes to the Montana Code Annotated (MCA) generally related to siltation structures and a proposed exception in the Montana regulation for exceedance of capacity violations if the exceedance is the result of a series of small storms and the operator takes active measures to restore pond capacity as soon as conditions permit. 🌍EPA Extends Deadlines for Oil and Natural Gas Emissions Compliance

The U.S. Environmental Protection Agency (EPA) is taking interim final action to extend certain deadlines within the final rule titled "Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review," 89 FR 16820 (March 8, 2024) (hereafter "2024 final rule"). Specifically, the EPA is extending deadlines for certain provisions related to control devices, equipment leaks, storage vessels, process controllers, and covers/closed vent systems in "Subpart OOOOb--Standards of Performance for Crude Oil and Natural Gas Facilities for Which Construction, Modification or Reconstruction Commenced After December 6, 2022" (NSPS OOOOb). The EPA also is extending the date for future implementation of the SuperEmitter Program. Finally, the EPA is extending the state plan submittal deadline in "Subpart OOOOc--Emissions Guidelines (EG) for Greenhouse Gas Emissions From Existing Crude Oil and Natural Gas Facilities" (EG OOOOc). The EPA is requesting comments on all aspects of this interim final rule and will consider all comments received in determining whether amendments to this rule are appropriate after the conclusion of the comment period.

💧EPA Reissues Vickery Environmental’s Land-Ban Exemption Notice

Notice is hereby given by the U.S. Environmental Protection Agency (EPA) that an exemption to the land disposal restrictions under the 1984 Hazardous and Solid Waste Amendments (HSWA) to the Resource Conservation and Recovery Act (RCRA) has been granted to Vickery Environmental, Inc. (VEI) of Vickery, Ohio for five Class I injection wells located in Vickery, Ohio. As required by Title 40 of the Code of Federal Regulations, VEI has demonstrated, to a reasonable degree of certainty, that there will be no migration of hazardous constituents out of the injection zone or into an underground source of drinking water (USDW) for at least 10,000 years. This final decision allows the continued underground injection by VEI of only those hazardous wastes designated by the codes in Table 1 through its five Class I hazardous waste injection wells identified as #2, #4, #5, #6, and #8. This decision constitutes a final EPA action for which there is no administrative appeal.

🌍EPA Reclassifies Shinnecock Indian Nation as Serious Nonattainment

The Environmental Protection Agency (EPA) is determining that Indian country under the jurisdiction of the Shinnecock Indian Nation located within the New York-Northern New Jersey-Long Island nonattainment area (Shinnecock Indian Nation area) failed to attain the 2015 ozone National Ambient Air Quality Standards (NAAQS) by the applicable attainment date. The effect of failing to attain by the applicable attainment date is that the area will be reclassified by operation of law to "Serious" nonattainment for the 2015 ozone NAAQS on September 2, 2025, the effective date of this final rule. This action fulfills the EPA's obligation under the Clean Air Act (CAA) to determine whether ozone nonattainment areas attained the NAAQS by the attainment date and to publish a document in the Federal Register identifying each area that is determined as having failed to attain and identifying the reclassification.

🧪EPA Seeks Public Comment on PCE Regulations Under TSCA

The U.S. Environmental Protection Agency (EPA or Agency) is seeking public comment to inform its reconsideration of the Toxic Substances Control Act (TSCA) regulation for perchloroethylene (PCE). As promulgated in December 2024, the PCE risk management action addressed the unreasonable risk of injury to health presented by PCE under its conditions of use by requiring various workplace exposure controls, prohibiting certain industrial and commercial uses, and preventing consumer access to the chemical, among other provisions. This request for public comment follows the filing of several legal challenges to the rule in 2025, and EPA's subsequent determination that the PCE regulation under TSCA should be reconsidered through further rulemaking. EPA intends to consider information received in response to this public comment solicitation, and other reasonably available information, to inform the development of any proposed rule to amend the PCE regulation as appropriate.
