🌍Notice of Resource Management Plan for Cascade-Siskiyou Monument

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Cascade-Siskiyou National Monument (CSNM) located in Oregon/Washington (OR/WA) and California (CA). The Director signed the ROD on January 7, 2025, which constitutes the decision of the BLM and makes the Approved RMP effective immediately.

⚖️EPA Requests Comments on Vinyl Chloride Risk Evaluation Under TSCA

The Environmental Protection Agency (EPA or Agency) is announcing the availability of and seeking public comment on the draft scope of the risk evaluation to be conducted under the Toxic Substances Control Act (TSCA) for vinyl chloride (ethene, chloro-; CASRN 75-01-4). Under TSCA, the scope documents must include the conditions of use, hazards, exposures, and the potentially exposed or susceptible subpopulations that EPA expects to consider in conducting the risk evaluation for this chemical substance. The purpose of risk evaluations under TSCA is to determine whether a chemical substance presents an unreasonable risk of injury to health or the environment under the conditions of use, including unreasonable risk to potentially exposed or susceptible subpopulations identified as relevant to the risk evaluation by EPA, and without consideration of costs or non-risk factors.

🐋NMFS Withdraws Proposed Vessel Strike Reduction Regulations

NMFS withdraws a proposed rule published in the Federal Register on August 1, 2022 to amend the North Atlantic right whale (Eubalaena glacialis) vessel speed regulations. NMFS withdraws this proposed rule in light of numerous and ongoing requests from the public for further opportunity to review and engage with the Agency on the proposal. NMFS's existing vessel speed regulations remain in effect.

🌍EPA Proposes Changes to Oil and Gas Emission Standards

The Environmental Protection Agency (EPA) is proposing amendments to the New Source Performance Standards and Emission Guidelines for Existing Sources for the Crude Oil and Natural Gas Source Category in response to petitions for reconsideration. Specifically, this action proposes discrete technical changes to two different aspects of the rules. First, this action proposes discrete technical changes to the temporary flaring provisions for associated gas in certain situations. Second, this action proposes discrete technical changes to the vent gas net heating value (NHV) continuous monitoring requirements and alternative performance test (sampling demonstration) option for flares and enclosed combustion devices. In a letter dated May 6, 2024, the EPA notified petitioners and the public that the Agency granted reconsideration on these two aspects of the March 8, 2024 (89 FR 16820) final rule. These amendments neither propose changes to any other aspect of the final rule, nor propose to alter the substance of any emission standards within the final rule. Also, in this action, the EPA proposes to make formatting changes to the regulatory text to meet the required formatting standards of the Office of the Federal Register.

🌍EPA Finalizes Fuel Quality Standards and Testing Regulations

This action finalizes revisions, updates, and corrections to EPA's streamlined fuel quality regulations. This action does not change the stringency of the existing fuel quality standards.

🐻Regulatory Finding on Grizzly Bear Status and Business Implications

We, the U.S. Fish and Wildlife Service (Service), announce a 12-month finding on a petition to establish and delist a Northern Continental Divide Ecosystem (NCDE) distinct population segment (DPS) of the grizzly bear (Ursus arctos horribilis) in the lower-48 States. After a thorough review of the best scientific and commercial data available, we find that grizzly bears in the petitioned DPS do not, on their own, represent a valid DPS. Thus, we find that the petitioned action to establish and delist an NCDE DPS is not warranted at this time.

🌿Business Implications of Ute Ladies'-Tresses Delisting Proposal

We, the U.S. Fish and Wildlife Service (Service), propose to remove Ute ladies'-tresses (Spiranthes diluvialis) from the Federal List of Endangered and Threatened Plants. This determination also serves as our 12-month finding on a petition to delist Ute ladies'- tresses. After a review of the best available scientific and commercial information, we find that delisting the species is warranted. Our review indicates that the threats to Ute ladies'-tresses have been eliminated or reduced to the point that the species no longer meets the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist Ute ladies'-tresses. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through sections 7 and 9, would no longer apply to Ute ladies'-tresses. We request information and comments from the public regarding this proposed rule and the draft post-delisting monitoring (PDM) plan for Ute ladies'-tresses.
