🛡️FCC Seeks Comments on Cybersecurity Information Collection

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees.

🔒Continuation of National Emergency Due to Russian Activities

The President of the United States has announced the continuation of a national emergency concerning harmful foreign activities by the Russian Federation. This follows a series of executive orders aimed at addressing threats to national security, including interference in democratic processes and malicious cyber activities. The emergency is set to remain in effect for another year to protect U.S. interests.

🛡️Extension of TikTok Enforcement Delay

Executive Order 14258 extends the enforcement delay on the Protecting Americans from Foreign Adversary Controlled Applications Act concerning TikTok until June 19, 2025. This order prohibits the Department of Justice from enforcing the Act or imposing penalties during this period, affecting entities involved with foreign adversary-controlled applications. The Attorney General is tasked with issuing guidance and letters to clarify non-liability for actions taken during this time.

🔒Continuation of National Emergency Addressing Cyber Threats

The President's notice extends the national emergency concerning significant malicious cyber-enabled activities, recognizing ongoing threats to national security, foreign policy, and the economy. This action affirms the need for continued vigilance and action against cyber threats that are impactful beyond national borders, emphasizing the importance of cybersecurity in business operations.

✈️FAA Issues Special Conditions for Canard Aerospace’s DHC-8-400

These special conditions are issued for a supplemental type certificate (STC) to install a digital systems architecture on the DeHavilland Model DHC-8-400 series airplane. This airplane, as modified by the Canard Aerospace Corporation (Canard), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is the installation of a digital systems architecture that will allow increased connectivity to and access from external network sources (e.g., operator networks, wireless devices, internet connectivity, service provider satellite communications, electronic flight bags, etc.) to the airplane's previously isolated electronic assets (networks, systems, and databases). The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

The Department of Justice published a notice regarding the Information Warfare Research Project Consortium's updated membership. The notice highlights the addition and withdrawal of several companies interested in participating in collective research efforts under the provisions of the National Cooperative Research and Production Act. The consortium's work focuses on information warfare, with membership changes encouraging ongoing collaboration.

⚡New Standards for Business Practices in Public Utilities

The Federal Energy Regulatory Commission amends its regulations to incorporate by reference, with certain exceptions, the latest version (Version 004) of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB). The revisions made by NAESB in the WEQ Version 004 standards are designed to aid public utilities with the consistent and uniform implementation of requirements promulgated by the Commission as part of the pro forma Open Access Transmission Tariff (OATT).

The Department of State announces a public meeting to prepare for the International Maritime Organization's Facilitation Committee's 49th session. The agenda will cover significant amendments to the FAL Convention, including mandatory reporting and cybersecurity guidelines, along with other key topics that shape the future of maritime regulations and practices.

🔒OCC Information Collection Renewal

The OCC, as part of its continuing effort to reduce paperwork and respondent burden, invites comment on a continuing information collection, as required by the Paperwork Reduction Act of 1995 (PRA). In accordance with the requirements of the PRA, the OCC may not conduct or sponsor, and the respondent is not required to respond to, an information collection unless it displays a currently valid Office of Management and Budget (OMB) control number. The OCC is soliciting comment concerning the renewal of its information collection titled, "Computer-Security Incident Notification." The OCC also is giving notice that it has sent the collection to OMB for review.
