🚢CBP Extends Declaration Zone Test for Cruise Terminals

This notice announces that U.S. Customs and Border Protection (CBP) is extending the Declaration Zone test for an additional three years. Current CBP regulations require each traveler to provide a CBP officer with an oral or written declaration of all articles brought into the United States. The Declaration Zone test streamlines the processing of travelers who enter the United States aboard vessels by allowing a demonstrative initial declaration to separate travelers who do not have items to declare from those who have items to declare and, in some cases, replace the provision of oral or written declarations.

⚖️Update on Calcium Glycinate Duty Regulations and Compliance Requirements

On August 20, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Deer Park Glycine, LLC v. United States, Court No. 23-00238, sustaining the U.S. Department of Commerce (Commerce)'s remand redetermination pertaining to the final scope ruling for the antidumping duty orders on glycine from India, Japan, and Thailand, and the countervailing duty orders on glycine from India and the People's Republic of China. In the underlying ruling, Commerce determined that calcium glycinate was not covered by the scope of the orders. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final scope ruling, and notifying the public of Commerce's final scope ruling finding that calcium glycinate is subject to the orders.

⚖️USMCA Correcting Amendments

On January 17, 2025, U.S. Customs and Border Protection (CBP) published an interim final rule in the Federal Register amending the CBP regulations to add implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) related to general definitions, drawback and duty- deferral programs, textile and apparel goods, and automotive goods, among others. Errant amendatory instructions resulted in the inadvertent omission of two conforming amendments and the removal of two paragraphs that were unrelated to the USMCA amendments. This action corrects those errors.
