📈CFPB Civil Penalty Adjustments

The Consumer Financial Protection Bureau (CFPB) is adjusting for inflation the maximum amount of each civil penalty within the CFPB's jurisdiction. These adjustments are required by the Federal Civil Penalties Inflation Adjustment Act of 1990 (Inflation Adjustment Act), as amended by the Debt Collection Improvement Act of 1996 and further amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. The inflation adjustments mandated by the Inflation Adjustment Act serve to maintain the deterrent effect of civil penalties and to promote compliance with the law.

✈️New Airworthiness Directive for General Electric Engines Overview

The FAA is adopting a new airworthiness directive (AD) for certain General Electric Company (GE) Model GEnx-1B64, GEnx-1B64/P1, GEnx-1B64/P2, GEnx-1B67, GEnx-1B67/P1, GEnx-1B67/P2, GEnx-1B70, GEnx- 1B70/75/P1, GEnx-1B70/75/P2, GEnx-1B70/P1, GEnx-1B70/P2, GEnx-1B70C/P1, GEnx-1B70C/P2, GEnx-1B74/75/P1, GEnx-1B74/75/P2, GEnx-1B76/P2, GEnx- 1B76A/P2, GEnx-2B67, GEnx-2B67B, and GEnx-2B67/P engines. This AD was prompted by a manufacturer evaluation that determined a lower life limit may be necessary for certain stages 6-10 compressor rotor spools than allowed by the engine shop manual (ESM). This AD requires a one- time inspection of the stages 6-10 spools for previously accomplished blend repairs, a one-time inspection of the blend repairs on the stages 6-10 spools for compliance with the updated allowable limits, and replacement if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

🏭New Regulations for Energy Efficiency in Central Air Conditioners

This final rule amends the Federal test procedure for central air conditioners and heat pumps ("CAC/HPs") to incorporate by reference the latest versions of the applicable industry standards. Specifically, DOE is incorporating by reference the latest version of the relevant industry consensus test standard, AHRI 210/240-2024 (I-P) for the current test procedure for CAC/HPs ("appendix M1") for measuring the current cooling and heating metrics--seasonal energy efficiency ratio 2 ("SEER2") and heating seasonal performance factor 2 ("HSPF2"). DOE is incorporating by reference the new industry consensus test standard, AHRI 1600-2024 (I-P), for a new test procedure ("appendix M2") for CAC/HPs that adopts two new metrics--seasonal cooling and off-mode rating efficiency ("SCORE") and seasonal heating and off-mode rating efficiency ("SHORE"). Testing to the SCORE and SHORE metrics would not be required until such time as compliance is required with any amended energy conservation standard based on the new metrics. Additionally, DOE is amending certain provisions of DOE's regulations related to representations and enforcement for CAC/HPs.
