🏭RFI for Treatment and Disposal of Elemental Mercury by DOE
The U.S. Department of Energy's (DOE) Environmental Management Consolidated Business Center and Office of Environmental Management are currently in the acquisition planning and regulatory planning stages for a potential future treatment and disposal (T&D) acquisition activity and fee rulemaking activities for elemental mercury waste. This planning supports DOE's efforts to implement the requirements of the Mercury Export Ban Act of 2008, as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act. DOE's Office of Environmental Management is issuing this RFI for the purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR). This RFI is also being issued to potentially support a future rulemaking action that would establish a fee to provide long- term management and storage of elemental mercury. No contract solicitation is available through this RFI.

The U.S. Department of Energy (DOE or the Department) announces the Record of Decision (ROD) for the "Final Environmental Impact Statement for Department of Energy Activities in Support of Commercial Production of High-Assay Low-Enriched Uranium (HALEU)" (Final HALEU EIS) (DOE/EIS-0559). DOE prepared the Final HALEU EIS in accordance with the National Environmental Policy Act ("NEPA") to evaluate the potential environmental impacts of activities associated with DOE's Proposed Action to acquire, through procurement from commercial sources, HALEU enriched to at least 19.75 and less than 20 weight percent uranium-235 (U-235) over a 10-year period of performance, and to facilitate the establishment of commercial HALEU fuel production. The Proposed Action addresses the Energy Act of 2020 ("the Energy Act of 2020" or in context, "the Energy Act"), for the acquisition of HALEU produced by a commercial entity using enrichment technology and making it available for commercial use or demonstration projects. DOE also evaluated the No Action Alternative. DOE has decided to implement the Proposed Action, its Preferred Alternative, as described in the Final HALEU EIS.

Notice is hereby given of the following determinations: I hereby determine that certain of those objects being re-imported from abroad, and certain additional objects being imported from abroad, pursuant to agreements with their foreign owners or custodians for temporary display in the aforesaid exhibition at The Museum of Modern Art, New York, New York, and at possible additional exhibitions or venues yet to be determined, are of cultural significance, and, further, that their temporary exhibition or display within the United States as aforementioned is in the national interest. The United States Grain Standards Act (USGSA) designations for two official agencies, Ohio Valley Grain Inspection, Inc. (Ohio Valley Grain Inspection) and North Dakota Grain Inspection Service, Inc. (North Dakota Grain Inspection Service), will end on the dates listed in the SUPPLEMENTARY INFORMATION section below. The Agricultural Marketing Service (AMS) is requesting designation applications from private entities or state governmental agencies that would like to provide official inspection and weighing services for the areas presently served by these two agencies. In addition to this request for applications, AMS seeks comments on the quality of services provided by Ohio Valley Grain Inspection and North Dakota Grain Inspection Service. AMS is also amending the description of the Fargo, North Dakota area that was offered for designation in the July 18, 2024 edition of the Federal Register.
