⚖️Proposed Land Withdrawal in Amargosa Valley, Nevada Impacting Mining

The Secretary of the Interior proposes to withdraw 308,890 acres of Federal lands located in Nye County, Nevada, from location and entry under the United States mining laws, and from leasing under the mineral and geothermal leasing laws, for 20 years, subject to valid existing rights. The area also includes approximately 40,000 acres, more or less, of non-Federal lands that would be subject to the withdrawal if they are subsequently acquired by the United States. The purpose of the proposed withdrawal is to protect the cultural, recreational, and biological resources of these lands. Publication of this notice temporarily segregates the lands for up to 2 years from location and entry under the United States mining laws and leasing under the mineral and geothermal leasing laws, subject to valid existing rights. The lands will remain open to disposal under the mineral materials laws. This notice initiates a 90-day public comment period and announces a public meeting on the proposed withdrawal, including input related to ongoing mining activities for sepiolite, saponite, and bentonite within the study area related to projected development of valid existing rights.

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan (CCP) and associated environmental assessment (EA) for the Charles M. Russell Wetland Management District (District) for review and comment. The District is distinct from the Charles M. Russell (CMR) National Wildlife Refuge (NWR) and this draft CCP and EA will not impact management of that refuge. The draft CCP describes the vision, goals, objectives, and strategies that will guide the long-term management of the District. The draft EA describes the impacts of implementing the objectives and strategies of the CCP on the environment, as well as alternative management objectives and strategies the Service is considering, in compliance with the National Environmental Policy Act. The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the United States (U.S.) Department of Energy (DOE), announces its intent to prepare a Supplemental Environmental Impact Statement (SEIS) for Enhanced Plutonium Facility Utilization at Lawrence Livermore National Laboratory (LLNL or Laboratory) in Livermore, California (DOE/EIS-0547-S1), tiered from the 2023 LLNL Site-Wide Environmental Impact Statement (SWEIS) (2023 LLNL SWEIS)(DOE/ EIS-0547). The Record of Decision (ROD) for the 2023 LLNL SWEIS was published on February 20, 2024. The ROD implemented the Proposed Action Alternative in the SWEIS and is the baseline for this SEIS. NNSA will prepare the SEIS and will analyze the potential environmental impacts of enhanced plutonium facility utilization, other reasonable alternatives that may be identified, and the baseline operations as discussed in the 2023 LLNL SWEIS. The purpose of this Notice is to invite public participation in the SEIS process and to encourage public involvement on the scope, any environmental issues, and alternatives that NNSA should consider in the draft SEIS.
