🌿Business Implications of Draft Conservation Plan in Montana

We, the U.S. Fish and Wildlife Service (Service), announce the availability of a draft comprehensive conservation plan (CCP) and associated environmental assessment (EA) for the Charles M. Russell Wetland Management District (District) for review and comment. The District is distinct from the Charles M. Russell (CMR) National Wildlife Refuge (NWR) and this draft CCP and EA will not impact management of that refuge. The draft CCP describes the vision, goals, objectives, and strategies that will guide the long-term management of the District. The draft EA describes the impacts of implementing the objectives and strategies of the CCP on the environment, as well as alternative management objectives and strategies the Service is considering, in compliance with the National Environmental Policy Act. We invite comment from the public and local, State, Tribal, and Federal agencies.

The Commission is noticing a recent Postal Service filing for the Commission's consideration concerning a negotiated service agreement. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

🐟Atlantic Herring Fishery 2025 Possession Limit Adjustment Notification

NMFS is implementing a 2,000-lb (907.2-kg) possession limit for Atlantic herring for Management Area 1B. This is required because NMFS projects that herring catch from Area 1B will reach 92 percent of the Area's sub-annual catch limit before the end of the fishing year. This action is intended to prevent overharvest of herring in Area 1B, which would result in additional catch limit reductions in a subsequent year.

The National Park Service revises special regulations for Glen Canyon National Recreation Area to update rules about the use of motor vehicles on roads and off roads on designated routes and areas.

⚠️NNSA Notice

The National Nuclear Security Administration (NNSA), a semi- autonomous agency within the United States (U.S.) Department of Energy (DOE), announces its intent to prepare a Supplemental Environmental Impact Statement (SEIS) for Enhanced Plutonium Facility Utilization at Lawrence Livermore National Laboratory (LLNL or Laboratory) in Livermore, California (DOE/EIS-0547-S1), tiered from the 2023 LLNL Site-Wide Environmental Impact Statement (SWEIS) (2023 LLNL SWEIS)(DOE/ EIS-0547). The Record of Decision (ROD) for the 2023 LLNL SWEIS was published on February 20, 2024. The ROD implemented the Proposed Action Alternative in the SWEIS and is the baseline for this SEIS. NNSA will prepare the SEIS and will analyze the potential environmental impacts of enhanced plutonium facility utilization, other reasonable alternatives that may be identified, and the baseline operations as discussed in the 2023 LLNL SWEIS. The purpose of this Notice is to invite public participation in the SEIS process and to encourage public involvement on the scope, any environmental issues, and alternatives that NNSA should consider in the draft SEIS.

🌊Workshop on Recovery Planning for Endangered Seals in Alaska

NMFS announces its intent to convene a workshop to solicit facts and information from experts to inform recovery planning for the Beringia Distinct Population Segment (DPS) bearded Seal (Erignathus barbatus nauticus) and the Arctic ringed seal (Phoca hispida hispida). We will not be asking for any consensus recommendations on how to recover these species. This workshop will be open to the public. We also request submission of information that might inform the development of the recovery plans.

🏢Business Implications of the 2026 Census Data Collection Notice

The Department of Commerce, in accordance with the Paperwork Reduction Act (PRA) of 1995, invites the general public and other Federal agencies to comment on proposed, and continuing information collections, which helps us assess the impact of our information collection requirements and minimize the public's reporting burden. The purpose of this notice is to allow for 60 days of public comment on the proposed new information collection, for the 2026 Census Test, prior to the submission of the information collection request (ICR) to Office of Management and Budget (OMB) for approval.

🌊Proposed Flood Hazard Determinations and Business Implications

Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. The purpose of this notice is to seek general information and comment regarding the preliminary FIRM, and where applicable, the FIS report that the Federal Emergency Management Agency (FEMA) has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).
