🌍New EPA Updates to Alaska Air Quality Regulations Announced

The Environmental Protection Agency (EPA) is updating the materials that are incorporated by reference (IBR) into the Alaska State Implementation Plan (SIP). The regulations affected by this update have been previously submitted by the State of Alaska and approved by the EPA. In this final rule, the EPA is also notifying the public of corrections and clarifying changes in the Code of Federal Regulations tables that identify the materials incorporated by reference into the Alaska SIP. This update affects the materials that are available for public inspection at the National Archives and Records Administration and the EPA Regional Office.

⚖️NAGPRA Notice

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the U.S. Department of Agriculture, Forest Service, Prescott National Forest (PNF) intends to carry out the disposition of human remains removed from Federal or Tribal lands to the lineal descendants, Indian Tribe, or Native Hawaiian organization with priority for disposition in this notice.

🏭EPA Notice on Chemical Risk Evaluation and Public Comment Requested

The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), TSCA Existing Chemical Risk Evaluation and Management; Generic ICR for Interview and Focus Groups, (EPA ICR Number 2584.03 and OMB Control Number 2070-0219) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed extension of the ICR, which is currently approved through February 28, 2025. Public comments were previously requested via the Federal Register on May 15, 2024. This notice allows for an additional 30 days for public comments.

📊New Compliance Measures for Advanced Computing ICs Effective 2025

BIS is revising the Export Administration Regulations (EAR) in response to requests from the public to provide additional due diligence procedures regarding advanced computing integrated circuits (ICs). This interim final rule (IFR) will protect the national security of the United States and assist foundries and Outsourced Semiconductor Assembly and Test ("OSATs") companies in complying with provisions of the EAR pertaining to advanced computing ICs in the supply chain. This IFR also revises the EAR to make amendments and clarifications to the EAR for changes made to the EAR in an IFR released by BIS on December 2, 2024, "Foreign-Produced Direct Product Rule Additions, and Refinements to Controls for Advanced Computing and Semiconductor Manufacturing Items," (FDP IFR), including extending the deadline for written comments for the FDP IFR to March 14, 2025.

🛑New Export Regulations

In this rule, the Bureau of Industry and Security (BIS) amends the Export Administration Regulations (EAR) by adding 16 entities to the Entity List, under the destinations of China, People's Republic of (China) (14) and Singapore (2). These entities have been determined by the U.S. Government to be acting contrary to the national security or foreign policy interests of the United States.

🏗️New FTA Third-Party Contracting Guidance for Businesses

The Federal Transit Administration (FTA) has made available on its website the final updated Third-Party Contracting Guidance Circular (C 4220.1G). The updated circular reflects statutory and regulatory changes that have occurred since the last update, provides additional non-binding guidance, and supersedes the previous Third-Party Contracting Guidance Circular C 4220.1F. This notice responds to the comments FTA received on the proposed circular, which was published in the Federal Register on November 27, 2024.

The Environmental Protection Agency (EPA) issued a final permit decision under title V of the Clean Air Act (CAA) to Deseret Bonanza and Transmission Co-operative (Deseret) for the operation of Deseret's Uintah County, Utah, Bonanza Power Plant (Bonanza).

📋Regulatory Update on Adjustment of Status for Business Employers

On May 12, 2006, the Department of Homeland Security (DHS) and the Department of Justice (DOJ) published an interim final rule titled "Eligibility of Arriving Aliens in Removal Proceedings To Apply for Adjustment of Status and Jurisdiction To Adjudicate Applications for Adjustment of Status" The rule amended DHS and DOJ regulations governing applications for adjustment of status filed by paroled "arriving aliens" seeking to become lawful permanent residents and removed certain provisions. In that rule, DHS removed a paragraph from its regulations and redesignated the paragraph that followed to close the gap. DHS inadvertently failed to make a conforming amendment to a related regulatory provision to reflect the redesignation. This document describes the oversight and corrects the CFR. This action makes no substantive changes.
