This notice announces the U.S. Department of Agriculture's (USDA) intention to revise to the currently approved through October 31, 2027, Advisory Committee and Research and Promotion Background Information AD-755 and Supplemental Lists--Agricultural Marketing Service (AMS), Commodity (Research and Promotion and Marketing Order) specific questionnaire. The revised form will be changed to Advisory Committee or Commodity Board Background Information and include the supplemental information that will allow applicants to answer questions in more detail of their foreign citizenship identification (passport number, passport expiration date, and issuing country). In addition, if an applicant is a foreign national, identify if this person resided in the United States (U.S.) for 3 years or more continuous years. The revised form will meet the required U.S. Office of Management and Budget's Statistical Policy Directive No. 15 of standards for maintaining, collecting, and presenting Federal data. The primary objective is to determine the qualifications, suitability and availability of a candidate to serve on advisory committees and/or commodity boards. Lastly, the AD-755 Form and supplemental questionnaire are being digitized to allow applicants to access and complete the application form electronically.

This direct final rule amends regulations that govern tobacco price support services established under the Agricultural Act of 1949. The Fair and Equitable Tobacco Reform Act of 2004 eliminated the price support and quota system for tobacco produced in the United States. In alignment with Executive Order 14192, AMS is removing and, where appropriate, amending regulations that have expired authorizing statutes and govern non-operational programs.

In accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), this document announces the Agency's receipt of and solicits comment on requests by registrants to voluntarily cancel their pesticide registration of certain products. EPA provides a periodic notice of receipt addressing requests received by EPA since the last notice of receipt was issued and uses the month and year in the title to help distinguish one document from the other. For this notice, EPA has compiled the requests received between September 30, 2024, and December 31, 2024. EPA intends to grant these requests at the close of the comment period for this announcement unless the Agency receives substantive comments during the comment period that would merit its further review of the requests or the request is withdrawn by the registrant. If these requests are granted, EPA will issue an order in the Federal Register cancelling the listed product registrations, after which any sale, distribution, or use of products listed in this document will only be permitted after the registrations have been cancelled only if such sale, distribution, or use is consistent with the terms as described in the final order.

In accordance with the Paperwork Reduction Act requirement, the Farm Service Agency (FSA) is requesting comments from all interested individuals and organizations on a revision of a currently approved information collection request associated with the Agricultural Foreign Investment Disclosure Act of 1978 (AFIDA). This revised form is the basis for the development of a streamlined process for electronic submission and retention of AFIDA disclosures, which is required by the Consolidated Appropriations Act, 2023. Foreign persons, as defined by AFIDA, who are making amendments to existing filings, or filing land or leasehold dispositions, will continue to use the existing form as those filings are on paper.

The Secretary of Agriculture is issuing this rule to implement the Emergency Livestock Relief Program (ELRP) 2023 and 2024, which provides payments to eligible livestock producers for losses due to qualifying drought and qualifying wildfire occurring in calendar years 2023 and 2024. This rule specifies the administrative provisions, eligibility requirements, and payment calculation for ELRP 2023 and 2024. The Farm Service Agency (FSA) will calculate payments using data already submitted to FSA by Livestock Forage Disaster Program (LFP) participants; therefore, producers are not required to file an additional application to receive ELRP 2023 and 2024 payments.
