✈️FAA Notice for Agricultural Aircraft Operations Information Collection

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on October 21, 2024. The collection involves the submission of FAA Form 8710-3 for the certification process of agricultural aircraft operators, and other reporting and recordkeeping activities required of agricultural aircraft operators. The information to be collected is necessary to evaluate the applicants' qualifications for certification. This collection also involves the submission of information in petitions for exemption by agricultural aircraft operators, plans for operations over congested areas, and recordkeeping requirements for agricultural aircraft operators.

🌾Notice to Prepare Supplemental Environmental Impact Statement for Irrigation

The Natural Resources Conservation Service (NRCS) Washington State Office, in coordination with the U.S. Bureau of Reclamation (Reclamation) and the Washington State Department of Ecology (Ecology), announces its intent to prepare an SEIS for the Odessa Subarea Special Study Project. The SEIS is necessary to evaluate modification of a component of Alternative 4A that would install a buried pipeline irrigation across lands that were not evaluated in FEIS. Installation of this pipeline would require blasting which was not addressed in FEIS. The intended effect of this action would result in the most economically viable way of providing surface water irrigation to specific cultivated lands in the Study Area in lieu of groundwater irrigation. The SEIS will examine an irrigation delivery system designated East Low Canal (EL) 11.8 that would serve approximately 7,638 acres of land currently served by groundwater in the northeastern portion of the East Columbia Basin Irrigation District (ECBID) in Grant County. NRCS is accepting comments regarding significant issues, potential alternatives, information, and analyses relevant to the proposed action from all interested individuals, Federal and State agencies, and Tribes.

🌳Meeting Notice for Eleven Point Resource Advisory Committee on Funding

The Eleven Point Resource Advisory Committee (RAC) will hold a public meeting according to the details shown below. The committee is authorized under the Secure Rural Schools and Community Self- Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with title II of the Act, as well as make recommendations on recreation fee proposals for sites on the Mark Twain National Forest, consistent with the Federal Lands Recreation Enhancement Act.

🦌Implications of Alaska's Subsistence Management Regulations 2026

This proposed rule would establish regulations for hunting and trapping seasons, harvest limits, and methods and means related to taking of wildlife for subsistence uses during the 2026-27 and 2027-28 regulatory years. The Federal Subsistence Board (hereafter referred to as "the Board") is on a schedule of completing the process of revising subsistence taking of wildlife regulations in even-numbered years and subsistence taking of fish and shellfish regulations in odd- numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable cycle. When final, the resulting rulemaking will replace the existing subsistence wildlife taking regulations. This proposed rule could also amend the general regulations on subsistence taking of fish and wildlife.

This final rule implements clarifying amendments to the Paper and Paper-Based Packaging Promotion, Research and Information Order (Order). The amendments include an added definition for partnership; clarification of the nominations process; clarification about in person and electronic voting for any Board meetings; an update of the timing of financial reporting; and a revision of requirements for when exemptions can be requested. This final rule amends the pricing provisions in the 11 Federal Milk Marketing Orders (FMMOs). Separate producer referenda held in each of the 11 FMMOs obtained the necessary two-thirds vote in favor of adoption of the amendments as proposed. Accordingly, the Agricultural Marketing Service (AMS) is issuing this final rule amending all 11 FMMOs in accordance with the Agricultural Marketing Agreement Act of 1937, as amended (AMAA).
