🚚Proposed Rule to Rescind ELD Manual Requirement for Commercial Vehicles

FMCSA proposes to amend the Federal Motor Carrier Safety Regulations (FMCSRs) to rescind the in-vehicle electronic logging device (ELD) operator's manual requirement for commercial motor vehicles (CMVs). FMCSA currently maintains a list of the ELD vendors who have self-certified their products including submission of the operator's manual. Additionally, drivers are required to understand the operation of the ELD on the vehicle. There is no readily apparent benefit to continuing to require that the users' manual be in the CMV. This proposal would eliminate an unintended regulatory burden on motor carriers without compromising safety.

✈️Airworthiness Directive Proposed for Boeing 737-600 Airplanes

The FAA proposes to supersede Airworthiness Directive (AD) 2013-08-08, which applies to certain The Boeing Company Model 737-600 series airplanes. AD 2013-08-08 requires repetitive inspections for cracking of the fuselage skin at certain locations at chem-mill steps, and repair if necessary. AD 2013-08-08 also provides optional terminating action for the repetitive inspections. Since the FAA issued AD 2013-08-08, Boeing has reported that the compliance times are not adequate because new fleet data indicates that crack growth is faster and more distributed between tear straps, resulting in longer cracks than originally observed in the test data that prompted AD 2013-08-08. This proposed AD would continue to require the actions in AD 2013-08- 08, at reduced initial compliance times and repetitive intervals for the inspections, and mandate post-modification inspections if the optional modification is accomplished. The FAA is proposing this AD to address the unsafe condition on these products.

🚢FMC Plans to Revoke Exemptions for Controlled Carriers

The Federal Maritime Commission ("Commission") intends to revoke certain exemptions that had been granted to some controlled carriers, allowing for their rates, charges, classifications, rules or regulations to become effective with less than thirty (30) days' notice. This revocation would apply to exemptions that were granted to entities that have since been removed from the Commission's list of controlled carriers. Exemptions that have been granted to controlled carriers that remain on this list would continue to be valid but may be reviewed in the future. The Commission invites comments from the public on this proposed action.

🎨FDA Guidance on Replacing Color Additives in Drug Products

The Food and Drug Administration (FDA or Agency) is announcing the availability of a draft guidance for industry entitled "Replacing Color Additives in Approved or Marketed Drug Products." This draft guidance provides recommendations for replacing color additives in approved or marketed drug products. If a color additive is replaced in a drug product, information to support the change should be retained and available at the manufacturing facility. Additionally, this draft guidance recommends that new drug application (NDA) and abbreviated new drug application (ANDA) holders submit information to support color additive replacements in changes being effected in 30 days (CBE-30) supplements. Although a qualitative or quantitative change to an inactive ingredient is generally considered a major change, in many cases, replacing a color additive with one that is listed in the color additive regulations is unlikely to adversely affect the identity, strength, quality, purity, or potency of the drug product. Therefore, this draft guidance recommends a CBE-30 for such a change.

🧪EPA Notice on Voluntary Cancellation of Pesticide Registrations

In accordance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), this document announces the Agency's receipt of and solicits comment on requests by registrants to voluntarily cancel their pesticide registration of certain products. EPA provides a periodic notice of receipt addressing requests received by EPA since the last notice of receipt was issued and uses the month and year in the title to help distinguish one document from the other. For this notice, EPA has compiled the requests received between September 30, 2024, and December 31, 2024. EPA intends to grant these requests at the close of the comment period for this announcement unless the Agency receives substantive comments during the comment period that would merit its further review of the requests or the request is withdrawn by the registrant. If these requests are granted, EPA will issue an order in the Federal Register cancelling the listed product registrations, after which any sale, distribution, or use of products listed in this document will only be permitted after the registrations have been cancelled only if such sale, distribution, or use is consistent with the terms as described in the final order.
