🏗️New FTA Third-Party Contracting Guidance for Businesses

The Federal Transit Administration (FTA) has made available on its website the final updated Third-Party Contracting Guidance Circular (C 4220.1G). The updated circular reflects statutory and regulatory changes that have occurred since the last update, provides additional non-binding guidance, and supersedes the previous Third-Party Contracting Guidance Circular C 4220.1F. This notice responds to the comments FTA received on the proposed circular, which was published in the Federal Register on November 27, 2024.

📊New Compliance Measures for Advanced Computing ICs Effective 2025

BIS is revising the Export Administration Regulations (EAR) in response to requests from the public to provide additional due diligence procedures regarding advanced computing integrated circuits (ICs). This interim final rule (IFR) will protect the national security of the United States and assist foundries and Outsourced Semiconductor Assembly and Test ("OSATs") companies in complying with provisions of the EAR pertaining to advanced computing ICs in the supply chain. This IFR also revises the EAR to make amendments and clarifications to the EAR for changes made to the EAR in an IFR released by BIS on December 2, 2024, "Foreign-Produced Direct Product Rule Additions, and Refinements to Controls for Advanced Computing and Semiconductor Manufacturing Items," (FDP IFR), including extending the deadline for written comments for the FDP IFR to March 14, 2025.

🩸FDA Draft Guidance on Reducing Transfusion-Transmitted Malaria Risk

The Food and Drug Administration (FDA, Agency, or we) is announcing the availability of a draft document entitled "Recommendations To Reduce the Risk of Transfusion-Transmitted Malaria." The draft guidance document provides blood establishments that collect blood and blood components with FDA's revised recommendations to reduce the risk of transfusion-transmitted malaria (TTM). The guidance recommends selectively testing blood donations from donors at risk for malaria using an FDA-licensed donor screening nucleic acid test (NAT) for Plasmodium species (spp.), the causative agents of malaria. The draft guidance, when finalized, is intended to supersede the document entitled "Recommendations To Reduce the Risk of Transfusion-Transmitted Malaria," dated December 2022.

📊New Multi-Year Reporting Requirements for Corporate Transactions

This document contains proposed regulations that would require multi-year tax reporting for corporate separations and related transactions. The information to be reported under these proposed regulations would establish the taxpayer's position that the corporate separation and related transactions qualify for nonrecognition treatment under subchapter C of the Internal Revenue Code. The proposed regulations would affect corporations and their shareholders and security holders. Proposed regulations regarding certain matters relating to corporate separations, incorporations, and reorganizations qualifying for nonrecognition of gain or loss are published elsewhere in the Proposed Rules section of this issue of the Federal Register.

In accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), the Peabody Museum of Archaeology and Ethnology, Harvard University (PMAE) has completed an inventory of human remains and has determined that there is a cultural affiliation between the human remains and Indian Tribes or Native Hawaiian organizations in this notice. The human remains were collected at the U.S. Indian Vocational School, Bernalillo County, NM.

✈️Proposed Amendment of Class E Airspace at Beckley, WV

This action proposes to amend the Class E airspace at Beckley, WV. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Beckley very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.
