WDEQ requested the EPA approve the revised rules for Chapters 2, 3, 4, 8, and 14 in the Wyoming Air Quality Standards and Regulations (WAQSR). The revised rules include non- substantive updates to rule language that ensure consistent grammar, formatting, and written clarity as well as updated references to the Code of Federal Regulations (CFR). The EPA is taking this action pursuant to the Clean Air Act (CAA).

The Environmental Protection Agency (EPA) is proposing to approve revisions to the Wyoming State Implementation Plan (SIP) submitted by the Wyoming Department of Environmental Quality (WDEQ) on December 16, 2024. WDEQ requested EPA approve the revisions for Chapters 2, 3, 4, 8, and 14 in the Wyoming Air Quality Standards and Regulations (WAQSR) The revised rules include non-substantive updates to rule language that ensure consistent grammar, formatting, and written clarity as well as updated references to the Code of Federal Regulations. These revisions do not change the intent or scope of each rule. The EPA is proposing approval of these SIP revisions because we have determined that they are in accordance with the requirements for SIP provisions under the Clean Air Act (CAA or the Act). The proposed approval of WAQSR Chapter 2, section 4 of the December 16, 2024 submittal supersedes the revisions to this section contained in WDEQ's February 10, 2014 SIP submittal that the EPA had not previously acted on. In the "Rules and Regulations" section of this Federal Register, we are approving these SIP revisions as a direct final rule without a prior proposed rule. If we receive no adverse comment, we will not take further action on this proposed rule.

The environmental consequences of the proposed changes have been analyzed as part of the RMPA/environmental impact statement (EIS) process. Following consideration of any comments on these changes, the BLM will issue Records of Decision (ROD) for the Approved RMPAs for Idaho, Montana/Dakotas, Nevada/California, Utah, and Wyoming.

The Environmental Protection Agency (EPA or the Agency) is proposing to approve the Wyoming coal combustion residuals (CCR) permit program under the Resource Conservation and Recovery Act (RCRA). After reviewing the CCR permit program application submitted by the Wyoming Department of Environmental Quality (WDEQ), EPA has preliminarily determined that Wyoming's CCR permit program meets the standard for partial approval under RCRA. If approved, Wyoming's CCR permit program will operate in lieu of the Federal CCR program with the exception of the specific provisions noted below. EPA is seeking comment on this proposal during a 60-day public comment period and will hold a hybrid in-person and online public hearing on EPA's preliminary approval of Wyoming's partial CCR permit program.

In accordance with the Mineral Leasing Act of 1920, as amended by the Federal Coal Leasing Amendments Act of 1976, the Bureau of Land Management (BLM) announces that an environmental impact statement (EIS) for the West Antelope III Federal coal lease by application (LBA) is available. The EIS analyzes the Navajo Transitional Energy Company's (NTEC) Federal coal lease by application (WYW-184599) for the West Antelope Mine. The BLM also announces that a public hearing will be held to receive comments on the Maximum Economic Recovery (MER) and Fair Market Value (FMV), and on factors that may affect the MER and FMV determinations of the coal resources contained in the proposed LBA lease tracts. The BLM takes these actions in compliance with the National Environmental Policy Act of 1969, as amended; the Mineral Leasing Act, as amended; and the Federal Land Policy and Management Act of 1976, as amended.

The Environmental Protection Agency (EPA) is approving a State Implementation Plan (SIP) revision submitted by the State of Wyoming on December 30, 2022, and supplemented on August 31, 2023, and November 16, 2023, addressing regional haze for Jim Bridger Units 1 and 2 (Wyoming 2022 SIP revision). Wyoming's 2022 SIP revision provides oxides of nitrogen (NO<INF>X</INF>) emission and heat input limits that collectively allow for identical reasonable progress as part of the long term strategy during the first implementation period as the associated emission limits in the existing SIP for Jim Bridger Units 1 and 2. The EPA is also approving monthly and annual NO<INF>X</INF> and sulfur dioxide (SO<INF>2</INF>) emission limits for Jim Bridger Units 1 through 4 that were included in Wyoming's 2022 SIP revision. The EPA is taking this action pursuant to the Clean Air Act (CAA or the Act).
