Rule 18 Jul 2025 federal regulations, administrative practice and procedure, wildlife, reporting and recordkeeping requirements, alaska, fishing regulations, public lands, wildlife management, subsistence management, national forests

🎣2025-2026 Subsistence Management Regulations for Alaska

This final rule revises regulations for fish and shellfish seasons, harvest limits, methods, and means related to taking of fish and shellfish for subsistence uses during the 2025-2026 and 2026-2027 regulatory years. The Federal Subsistence Board (hereafter referred to as "the Board") is on a schedule of completing the process of revising subsistence taking of fish and shellfish regulations in odd- numbered years and subsistence taking of wildlife regulations in even- numbered years; public proposal and review processes take place during the preceding year. The Board also addresses customary and traditional use determinations during the applicable cycle. When final, the resulting rulemaking amends the existing subsistence fish and shellfish taking regulations. This final rule also revises the nonrural determinations, updates the regulations on subsistence taking of wildlife resulting from final Board action on a wildlife proposal to conduct an ANILCA section 804 user prioritization for hunting the Nelchina caribou herd, change Nelchina caribou herd subsistence hunts to "may be announced," and delegate authority to manage these hunts. Lastly, this rule corrects an error from a recent final rule.

🦆Proposed 2025-26 Frameworks for Migratory Bird Hunting Regulations

The U.S. Fish and Wildlife Service (Service or we) is proposing to establish the frameworks from which States may select season dates, limits, and other options for the 2025-26 migratory game bird hunting season. We annually prescribe outside limits (which we call frameworks) within which States may select hunting seasons. Frameworks specify the outside dates, season lengths, shooting hours, bag and possession limits, and areas where migratory game bird hunting may occur. These frameworks are necessary to allow State selections of seasons and limits and to allow harvest at levels compatible with migratory game bird population status and habitat conditions. Migratory game bird hunting seasons provide opportunities for recreation and sustenance and aid Federal, State, and Tribal governments in the management of migratory game birds.

We, the U.S. Fish and Wildlife Service (Service), are proposing changes to the migratory bird subsistence harvest regulations in Alaska. Subsistence harvest regulations allow for the continuation of customary and traditional subsistence uses of migratory birds in Alaska and establish when and where the harvesting of certain migratory birds may occur within each subsistence region. Subsistence harvest regulations, including these proposed changes, were developed under a co-management process involving the Service, the Alaska Department of Fish and Game, and Alaska Native representatives.
