⚓Proposed Modifications Impacting Maritime and Logistics Sectors

USTR requests written comments regarding potential modification of certain aspects of the trade action in connection with the Section 301 investigation of China's targeting of the maritime, logistics, and shipbuilding sectors for dominance. The U.S. Trade Representative has determined to propose that it is appropriate to modify the action by: for Annex III, providing for a targeted coverage provision pertaining to vessels in the Maritime Security Program and changing the basis of the fee to net tons; and for Annex IV, eliminating paragraph (j), retroactive to April 17, 2025, under which USTR may direct the suspension of LNG export licenses until the terms of paragraph (f) of this Annex are met. USTR also seeks comments on changing the data reporting requirements in paragraph (k) and applying Annex IV restrictions to vessel owners or operators.

📦USTR Extends Product Exclusions for Chinese Goods to 2025

In prior notices, the U.S. Trade Representative modified the actions in the Section 301 investigation of China's acts, policies, and practices related to technology transfer, intellectual property, and innovation by excluding from additional duties certain products of China. This notice announces the U.S. Trade Representative's determination to extend the current exclusions.

🌍Request for Comments on AGOA Country Eligibility Review for 2026

The Office of the United States Trade Representative (USTR) is announcing the initiation of the annual review of the eligibility of sub-Saharan African countries to receive the benefits of the African Growth and Opportunity Act (AGOA). The AGOA Implementation Subcommittee of the Trade Policy Staff Committee (AGOA TPSC Subcommittee) is requesting written comments for this review and will conduct a public hearing on this matter. In developing its recommendations on AGOA country eligibility for calendar year 2026, the AGOA TPSC Subcommittee will consider written comments, written testimony, and oral testimony.

📊USTR Seeks Comments on Unfair Trade Practices Impacting Businesses

Pursuant to the America First Trade Policy Presidential Memorandum and the Presidential Memorandum on Reciprocal Trade and Tariffs, USTR invites comments from the public, on a country-by-country basis, to assist the U.S. Trade Representative in reviewing and identifying any unfair trade practices by other countries, and in initiating all necessary actions to investigate the harm to the United States from any non-reciprocal trade arrangements. This information will assist the U.S. Trade Representative in recommending appropriate actions to remedy such practices and reporting to the President proposed remedies in pursuit of reciprocal trade relations.
