🚗U.S. Notice on Tariff Modifications Under New EU Framework Agreement

On August 21, 2025, the United States and the European Union announced agreement on a Framework on an Agreement on Reciprocal, Fair, and Balanced Trade (Framework Agreement). On September 5, 2025, President Trump issued Executive Order 14346, Modifying the Scope of Reciprocal Tariffs and Establishing Procedures for Implementing Trade and Security Agreements, finding that it is necessary and appropriate to implement the tariff modifications described in that Framework Agreement. Executive Order 14346 also directed and authorized the Secretary of Commerce and the United States Trade Representative to take the necessary and appropriate steps to implement any current or forthcoming trade and security framework agreements between a foreign trading partner and the United States. This notice amends the Harmonized Tariff Schedule of the United States to implement the elements of the Framework Agreement that adjust tariffs on certain articles that are products of the European Union, including automobiles and automobile parts subject to tariffs under Proclamation 10908, Adjusting Imports of Automobiles and Automobile Parts Into the United States, as amended, and unavailable natural resources (including cork), all aircraft and aircraft parts, and generic pharmaceuticals and their ingredients and chemical precursors.

📦Tariff Changes under the U.S.-Japan Agreement

On July 23, 2025, the President announced a framework agreement between the United States and Japan (the Agreement), which lays the foundation for a new era of U.S.-Japan trade relations grounded in principles of reciprocity and our shared national interests. On September 4, 2025, the President issued Executive Order 14345, Implementing the United States-Japan Agreement, finding that specified tariff actions are consistent with the national interests of the United States and are necessary and appropriate to address the national emergency declared in Executive Order 14257, as amended, and to reduce or eliminate the threats to national security found in certain proclamations issued under Section 232 of the Trade Expansion Act of 1962. Executive Order 14345 also directed and authorized the Secretary of Commerce (Secretary) to publish in the Federal Register changes to the Harmonized Tariff Schedule of the United States (HTSUS) with respect to general tariffs on Japanese goods (in consultation with the United States Trade Representative, the Secretary of Homeland Security acting through the Commissioner of U.S. Customs and Border Protection (CBP), and the Chair of the United States International Trade Commission (ITC)); products of Japan that fall under the World Trade Organization Agreement on Trade in Civil Aircraft, except for unmanned aircraft (in consultation with the Chair of the ITC and the Commissioner of CBP); and products of Japan subject to duties under Proclamation 10908 of March 26, 2025 (Adjusting Imports of Automobiles and Automobile Parts Into the United States) (in consultation with the Chair of the ITC and the Commissioner of CBP). This notice amends the HTSUS to implement these provisions of the Agreement.

⚖️USMCA Correcting Amendments

On January 17, 2025, U.S. Customs and Border Protection (CBP) published an interim final rule in the Federal Register amending the CBP regulations to add implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) related to general definitions, drawback and duty- deferral programs, textile and apparel goods, and automotive goods, among others. Errant amendatory instructions resulted in the inadvertent omission of two conforming amendments and the removal of two paragraphs that were unrelated to the USMCA amendments. This action corrects those errors.

🌍Notice of United States-Colombia Environmental Affairs Council Meeting

The U.S. Department of State and the Office of the United States Trade Representative (USTR) are providing notice that the parties to the United States-Colombia Trade Promotion Agreement (TPA) intend to hold the second meeting of the Environmental Affairs Council (Council) established under Chapter 18 (Environment) of the TPA as well as the second meeting of the United States-Colombia Environmental Cooperation Commission (Commission) established under the United States-Colombia Environmental Cooperation Agreement (ECA), on September 5, 2025. The Council will review implementation of Chapter 18 of the TPA, and the Commission will review implementation of the ECA. During the Council and Commission meetings, Members will discuss the progress made in implementing Chapter 18 commitments and the impacts of environmental cooperation. The Commission will also review possible future environmental cooperation. More information on the Council and Commission is included below under SUPPLEMENTARY INFORMATION. All interested persons are invited to attend the Council and Commission joint public session in person beginning at 3:30 p.m. Bogota, Colombia time (4:30 p.m. Eastern Daylight Time) on September 5, 2025, in Bogota, Colombia, or submit written comments or suggestions in advance regarding Chapter 18 of the TPA and the ECA.
