⚔️ITAR Amendments
The Department of State (the Department) amends the International Traffic in Arms Regulations (ITAR) to remove from the U.S. Munitions List (USML) items that no longer warrant inclusion, add to the USML items that warrant inclusion, and clarify certain entries. With these amendments, the Department also updates the interim final rule it published on January 17, 2025. In addition, the Department is adding a new license exemption for certain activities related to unmanned underwater vehicles described in the exemption.

HRSA is providing additional award funds of $1,750,000 in federal fiscal year (FY) 2025 to ZERO TO THREE National Center for Infant, Toddler and Families, Inc., the current recipient of the Infant-Toddler Court Program (ITCP)--National Resource Center (NRC) cooperative agreement (HRSA-22-074), to support the continuation of existing activities, using the Infant Toddler Court (ITC) approach, to improve child welfare and early childhood systems and advance early developmental health and well-being. The supplemental funding would provide financial and technical support to local infant-toddler court sites that previously received funding under HRSA-18-123, but that do not currently receive HRSA funding under HRSA-22-073/074, and expand technical assistance (TA) needed to support the continuation and expansion of State Award activities funded under HRSA-22-073/074.

The U.S. Department of Agriculture (USDA) has independently determined that it will no longer employ the race- and sex-based "socially disadvantaged" designation to provide increased benefits based on race and sex in the programs at issue in this regulation. The USDA has faced a long history of litigation stemming from allegations of discrimination in the administration of its farm loan and benefit programs. However, over the past several decades, USDA has undertaken substantial efforts to redress past injustices, culminating in comprehensive settlements, institutional reforms, and compensatory frameworks. These actions collectively support the conclusion that past discrimination has been sufficiently addressed and that further race- and sex-based remedies are no longer necessary or legally justified under current circumstances.

This final rule also revises the premium adjustment percentage methodology and prohibits issuers of coverage subject to EHB requirements from providing coverage for specified sex-trait modification procedures as an EHB.

This Fiscal Data Center will support States in collecting, reporting, and determining how to best analyze and use their IDEA Part B and Part C fiscal data to establish and meet high expectations for each child with a disability and will customize its TA to meet each State's specific needs.
