🌬️EPA Approves Removal of Nitrogen Oxides Emission Rules in Missouri

The Environmental Protection Agency (EPA) is taking final action to approve a revision to the State Implementation Plan (SIP) submitted by the Missouri Department of Natural Resources (MoDNR) on November 14, 2018. MoDNR requested that the EPA remove from its SIP two rules related to control of emissions of nitrogen oxides (NO<INF>X</INF>). One of the rules previously applied to electricity generating units (EGUs) and certain non-EGUs in a portion of the state and the other rule previously applied to EGUs throughout the entire state. The EPA has already approved a SIP revision that included provisions to sunset the two rules, and removal of the now-sunsetted rules from the SIP would not have an adverse effect on air quality. The EPA's approval of this rule revision is being done in accordance with the requirements of the Clean Air Act (CAA).

🌊Notice of Intent for Environmental Impact Statement in Missouri

The Natural Resource Conservation Service (NRCS) Missouri State Office announces its intent to prepare an Environmental Impact Statement (EIS) for the St. Johns Watershed plan, located within the Lower North Cut Ditch, Sikeston Ridge--St. Johns Ditch, Maple Slough Ditch, Ash Ditch--St. Johns Ditch, and St. Johns Ditch--St. Johns Bayou Watershed in Mississippi, New Madrid, and Scott Counties, Missouri. The project area involves the St. Johns Bayou and St. James Ditches and adjacent lands on the west landward side of the setback levee to the watershed outlet at Mississippi River floodgates near New Madrid, Missouri. Closure of the Mississippi River floodgates prevents flood damage from the river at flood stage; however, when closed, it blocks the outlet of the watershed and causes flooding from impounded interior runoff. Residences, agricultural land, and developed land are impacted. NRCS is requesting that interested individuals, Federal and State agencies, and Tribes participate in the scoping process for the EIS by attending the initial public scoping meeting and by submitting comments as described below. The goal of scoping is for NRCS to obtain input on identifying significant issues, potential alternatives, information, and analyses relevant to the proposed action.

🌊Environmental Impact Statement for Black River Watershed Proposal

The Natural Resources Conservation Service (NRCS) Missouri State Office announces its intent to prepare an Environmental Impact Statement (EIS) for a proposed action involving the segment of the Black River in Butler County, Missouri, that reaches from the city of Poplar Bluff south to the Missouri-Arkansas state line. This reach of the Black River intersects four adjacent watersheds: Little Hunting Slough-Black River, Catherine Slough, Blue Spring Slough, and Old Menorkenut Slough. Along this stretch of river are residences, agricultural land, developed land, and the Coon Island Conservation Area.

🌿Proposed Delisting of Virginia Sneezeweed and Business Implications

We, the U.S. Fish and Wildlife Service (Service), propose to remove Virginia sneezeweed (Helenium virginicum) from the Federal List of Endangered and Threatened Plants. Our review indicates that the threats to Virginia sneezeweed have been eliminated or reduced to the point that the species no longer meets the definition of an endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist Virginia sneezeweed. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through sections 7 and 9, would no longer apply to Virginia sneezeweed.
