🚚FMCSA Notice on Leasing Regulations for Motor Carriers
In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. FMCSA requests approval to renew an ICR titled, "Lease and Interchange of Vehicles." This ICR will enable FMCSA to document the burden associated with the for-hire truck leasing regulations and passenger carrier regulations. These regulations require certain for-hire property carriers and certain for- hire and private passenger carriers to have a formal lease when leasing equipment from other motor carriers.

Section 18 of the Outer Continental Shelf (OCS) Lands Act requires the Department of the Interior (DOI) to invite and solicit information from interested and affected parties during the preparation of a National OCS Oil and Gas Leasing Program (National OCS Program). The 10th National OCS Program, for 2024 to 2029, was approved on December 14, 2023, and went into effect on July 1, 2024. The Bureau of Ocean Energy Management (BOEM) is soliciting information on the preparation of a new, 11th National OCS Program to, upon completion, replace the 10th National OCS Program.

The Bureau of Land Management (BLM) intends to prepare an Environmental Impact Statement (EIS) for approximately 3,224 oil and gas leases sold in Colorado, Montana, New Mexico, North Dakota, South Dakota, Utah, and Wyoming and issued pursuant to 74 individual lease sale decisions. The EIS will provide a comprehensive analysis of the potential environmental impacts from these leases, which have been remanded to BLM for further review, including the impacts of greenhouse gas emissions (to include the social cost of carbon) and other common impacts.
