Proposed Rule 4 Aug 2025 regulation, aviation, transportation, incorporation by reference, federal aviation administration, airspace, navigation (air), hawaii

✈️Class E Airspace Modifications

This action proposes to modify the Class E airspace area extending upward from 700 feet above the surface (Class E5 700-foot airspace area) at Lihue Airport (LIH), Lihue, HI; Daniel K. Inouye International Airport (HNL), Honolulu, HI; and Ellison Onizuka Kona International Airport, Keahole (KOA), Kailua-Kona, HI, by adding an additional layer of Class E5 airspace extending upward from 1,200 feet above the surface. This proposed addition of controlled airspace would comply with international airspace treaty provisions and satisfy the State of Hawaii's domestic airspace requirements. Additionally, this action proposes to remove the existing Class E5 airspace area that currently encompasses the Hawaiian Islands and extends beyond 12 miles from the shoreline into international airspace. This proposed action would further modify the Class E4 airspace area designated as an extension to a Class D or Class E surface area at KOA and remove the Class E4 airspace area at LIH. These actions support the safe and efficient management of instrument flight rules (IFR) operations at airports within the Hawaiian Islands.

🚚Hawaii CDL Exemption

FMCSA announces its decision to grant an exemption to the State of Hawaii allowing the State to waive specific portions of the commercial driver's license (CDL) skills test for CDL applicants who take the skills test on the islands of Lanai and Molokai and issue these drivers a restricted CDL. Drivers who receive a restricted CDL under the provisions of this exemption are also exempt from the entry- level driver training (ELDT) regulations. FMCSA concludes that granting this exemption, subject to the terms and conditions set forth in this notice, is likely to achieve a level of safety equivalent to or greater than the level that would be achieved absent the exemption. This Federal Register notice supersedes the current two-year exemption granted to the State of Hawaii that is scheduled to expire on February 20, 2026.

🌍Notice of Public Meetings for Environmental Impact Statement in Hawaii

Pursuant to the National Environmental Policy Act (NEPA) and regulations implemented by the DoN and NASA, as joint lead agencies, DoN and NASA have prepared and filed with the United States (U.S.) Environmental Protection Agency a Draft Environmental Impact Statement(EIS) for retaining the use of state lands on Kaua[revaps]i, Hawai[revaps]i (HI) in support current operations that occur on these lands. The Draft EIS includes an analysis of the potential environmental effects associated with the continued long-term DoD use of 8,172 acres of State lands on Kaua[revaps]i for operational continuity and sustainment (in support of continued military training, testing, and facility operations) at the Pacific Missile Range Facility (PMRF), and the continued long-term NASA use of 23 acres of State lands on Kaua[revaps]i in support of continued operations (including measurements of the Earth[revaps]s rotation and local land motion) at the K[omacr]ke[revaps]e Park Geophysical Observatory (KPGO). As the Proposed Action involves State lands, the EIS is a joint NEPA and Hawai[revaps]i Environmental Policy Act (HEPA) (as governed by Hawai[revaps]i Revised Statutes (HRS) Chapter 343), and Hawai[revaps]i Administrative Rules (HAR) (implementing HRS Chapter 343) document; therefore, the public review processes will run concurrently and will jointly meet NEPA and HEPA requirements.
