🚫Clarification on Disability Regulations and Business Implications

The Department of Health and Human Services (HHS or the Department) is issuing this document to clarify the non-enforceability of certain language that was included in the preamble to--but not the regulatory text of--the May 9, 2024, final rule titled "Nondiscrimination on the Basis of Disability in Programs or Activities Receiving Federal Financial Assistance." Language in the preamble concerning gender dysphoria, which language is not included in the regulatory text, does not have the force or effect of law. Therefore, it cannot be enforced.

🥗Income Eligibility Guidelines for Child Nutrition Programs 2025 Update

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced-price meals and free milk and Summer Electronic Benefit Transfer benefits for the period from July 1, 2025, through June 30, 2026. These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (and Commodity School Program), School Breakfast Program, Special Milk Program for Children, Child and Adult Care Food Program, Summer Food Service Program as well as States and Indian Tribal Organizations that administer the Summer Electronic Benefits Transfer for Children Program. The annual adjustments are required by section 9 of the Richard B. Russell National School Lunch Act. The guidelines are intended to direct benefits to those children most in need and are revised annually to account for changes in the Consumer Price Index.

🌱Regulatory Notice on Long-Term Contracting for Conservation Assistance

The Department of Agriculture is seeking comments on an information collection process related to its Long Term Contracting program under the Conservation programs. This program, administered by the Natural Resources Conservation Service, provides technical and financial assistance to land users for implementing conservation treatments. The notice invites public input on the necessity and burden of the information required for program administration.

📄IMLS Notice on 2025-2027 Native American Library Grants Program

The Institute of Museum and Library Services (IMLS), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act. This pre-clearance consultation program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. The purpose of this Notice is to solicit comments concerning renewal of the three-year approval of the forms necessary to report on grant and cooperative agreement activities on interim and final bases for all IMLS grant programs for 2025-2027 IMLS Native American Library Services Basic Grants Program--Final Performance Report Form. A copy of the proposed information collection request can be obtained by contacting the individual listed below in the ADDRESSES section of this Notice.
