The Coast Guard is establishing a temporary special local regulation for the navigable waters of Casco Bay, in the vicinity of Cow Island, ME, to support an offshore concert with spectator vessels. This regulation is needed to ensure the safety of spectators and mariners from risks associated with a large gathering on the water.
