🦅Overview of Foreign Endangered Species Permit Applications

We, the U.S. Fish and Wildlife Service, invite the public to comment on applications to conduct certain activities with foreign species that are listed as endangered under the Endangered Species Act (ESA). With some exceptions, the ESA prohibits activities with listed species unless Federal authorization is issued that allows such activities. The ESA also requires that we invite public comment before issuing permits for any activity otherwise prohibited by the ESA with respect to any endangered species.

🦭NOAA Issues Notice on Marine Mammals Import/Export Permit Application

Notice is hereby given that Amandine Gamble, Ph.D., Cornell University, 606 Tower Road, Ithaca, New York 14853, has applied in due form for a permit to import, export, and collect pinniped parts for scientific research.

🐟Summary of Endangered Species Permits and Renewals

Notice is hereby given that NMFS has received nine scientific research permit application requests relating to Pacific salmon, steelhead, green sturgeon, rockfish, and eulachon. The proposed research is intended to increase knowledge of species listed under the Endangered Species Act (ESA) and to help guide management and conservation efforts. 🦋Reopening Comment Periods for Endangered Species Proposed Rules

We, the U.S. Fish and Wildlife Service, announce that we are reopening the comment periods for proposed rules pertaining to three insect species: monarch butterfly (Danaus plexippus), bleached sandhill skipper (Polites sabuleti sinemaculata), and Suckley's cuckoo bumble bee (Bombus suckleyi). We also announce a public hearing for the bleached sandhill skipper. Comments previously submitted on these proposed rules need not be resubmitted as they are already incorporated into the public records for these rulemaking actions and will be fully considered in our development of the final rules.

🌱Regulatory Notice on Long-Term Contracting for Conservation Assistance

The Department of Agriculture is seeking comments on an information collection process related to its Long Term Contracting program under the Conservation programs. This program, administered by the Natural Resources Conservation Service, provides technical and financial assistance to land users for implementing conservation treatments. The notice invites public input on the necessity and burden of the information required for program administration.

🐬NOAA Extends Comment Period for Dolphin Import Permit Application

Notice is hereby given that the National Marine Fisheries Service is extending the public comment period associated with the notice of receipt for an application for a permit to import bottlenose dolphins (Tursiops truncatus) submitted by the Clearwater Marine Aquarium.

🌱Proposed Rule for Endangered Status of Big Red Sage نبات

We, the U.S. Fish and Wildlife Service (Service), propose to list the big red sage (Salvia pentstemonoides), a plant species from central Texas, as an endangered species under the Endangered Species Act of 1973, as amended (Act). This determination also serves as our 12-month finding on a petition to list the big red sage. After a review of the best available scientific and commercial information, we find that listing the species is warranted. If we finalize this rule as proposed, it would add this species to the List of Endangered and Threatened Plants and extend the Act's protections to the species. We have determined that designating critical habitat for the big red sage is not prudent.

🦇Notice on Endangered Species Recovery Permits and Business Impact

We, the U.S. Fish and Wildlife Service, have received applications for permits to conduct scientific research to promote conservation or other activities intended to enhance the propagation or survival of endangered or threatened species under the Endangered Species Act. We invite the public and local, State, Tribal, and Federal agencies to comment on these applications. Before issuing any of the requested permits, we will take into consideration any information that we receive during the public comment period.

🚫DOE Withdraws Proposed Energy Conservation Standards for Fans and Blowers

This document withdraws a proposed rule that was published in the Federal Register on January 19, 2024. The proposed rule would have established equipment classes and energy conservation standards for fans and blowers.
