This document provides the public with notice that, on May 2, 2025, the National Railroad Passenger Corporation (Amtrak) submitted a request for amendment (RFA) to its FRA-approved Positive Train Control Safety Plan (PTCSP). As this RFA may involve a request for FRA's approval of proposed material modifications to an FRA-certified positive train control (PTC) system, FRA is publishing this notice and inviting public comment on the railroad's RFA to its PTCSP.

On April 28, 2025, FRA published a notice of availability and request for comments about the request for amendment (RFA) that the National Railroad Passenger Corporation (Amtrak) submitted on April 16, 2025. Amtrak's RFA requests authorization to temporarily disable one of its FRA-certified positive train control (PTC) systems for a period of one to two hours in support of the installation and testing of a new Back Office Subsystem environment upgrade. FRA is publishing this notice to extend the comment period, which would otherwise end on May 19, 2025, to May 30, 2025, due to a technical docket issue that occurred at the time of publication of the first notice.

This action is necessary to facilitate the construction of the new replacement Portal Bridge North, as designed by Amtrak as the owner of the bridge, adjacent to the current Amtrak Portal Bridge. This final rulemaking limits the extent of the opening of the Amtrak Portal Bridge in the horizontal position to prevent the swing span from striking the new Portal Bridge North during construction.
